HKM Associates is now DOWL. They are a multi-disciplined, multi-State engineering consulting firm. My focus was on the analysis and design of surface runoff and drainage features, open channel hydraulic systems, pressure and non-pressure conduits, and water distribution systems; surface water hydrology; flood flow analysis and facility design; flood hydrology modeling with HEC models; and expert witness testimony for Federal/State/Tribal water rights cases and surface water drainage cases. Key success factors: 1) improved the opportunity management process; 2) improved the time tracking for project financial assessment and participant accountability; 3) implemented a document management system; 4) championed the concept of “value” in setting fees for engineering services; 5) led the adaption of computerized engineering design and analysis programs and a job cost accounting system; 6) led the surface water hydrology team in expert witness testimony for surface drainage, flood damage, and regional water rights cases; and 7) developed the professional continuing education committee.
