Achieved regulatory approval to commence passenger rail service between Miami and West Palm Beach by overseeing compliance and submission of more than 140 requirements of FRA’s New Starts program. Established rail infrastructure requirements for new intercity system, managing the development of a Rail Traffic Control capacity model and leading the engagement process with freight railroad partner, which defined the capital improvement program necessary for the start of passenger train service. Determined and managed the capital program to achieve Quiet Zone designation and led approval process with state and federal regulators resulting in the successful establishment of a three-county continuous Quiet Zone (67 miles, 178 at-grade highway-rail crossings).

Built capacity models for Nashville-Birmingham and Albany-Montreal freight corridors and proposed capital investments to support customer growth which were ultimately constructed and placed into service. Embedded with train crews in Albany, NY, Willard, OH, and Nashville, TN rail yards to support the development of capacity models and new tools.
