Provide engineering and architecture support for agile development of enterprise systems operated by the United States Transportation Command (USTRANSCOM) to optimize global multi-modal transportation; create and analyze architecture artifacts and technical documents to support system design and production integration; analyze technical requirements and advocate for architectural modernization.

Technical advisor for Information Technology (IT) and Research and Development (R&D) projects for the Program Analysis and Financial Management Directorate (TCJ8), United States Transportation Command (USTRANSCOM); analyzed multi-million dollar projects for technical feasibility, funding type, and operational alignment with enterprise capability gaps; provided verbal and written summary evaluations and funding recommendations for financial managers and senior leaders.

Temporarily filled in for an incumbent on extended leave for six weeks; worked with Air Mobility Command’s (AMC) Database and Web Services (DAWS) Program Manager and staff, and consulted with the USTRANSCOM) Joint Interoperability Test Command (JITC) Liaison, to develop required components for the initial DAWS Tailored Information Support Plan (TISP). Reviewed 50 DAWS architecture models and technical documents to extract and translate key information and data elements into the content and format required for a TISP and suited to facilitate follow on JITC testing. Prepared a TISP package that was ready for submission to the Joint Staff for approval.

Systems Architect for the Foreign Military Sales (FMS) Forecasting Assessment project conducted by USTRANSCOM’s Joint Deployment Analysis Center (JDPAC); determined feasibility and recommended risk reduction strategy and specific methodology to develop a web-based forecasting capability for FMS transportation requirements. Analyzed multiple systems and extensive data details from the Defense Security Cooperation Agency (DSCA) and the Military Departments; used Business Process Model and Notation (BPMN) to develop hybrid Operational Viewpoint (OV-6c) models of FMS processes mapped to specific data elements that are associated with every FMS case. Nov-Mar: Developed enterprise architecture of processes and systems for Military Surface Deployment and Distribution Command (SDDC) in compliance with Department of Defense Architecture Framework (DoDAF) v2.02. Produced Systems Viewpoint models (SV-1, 2) and Operational Viewpoint process models (OV-6c) using BPMN to depict functional processes at an enterprise level.

Functioned as assistant Technical Manager for the Movement Requirements Visibility-Theater (MRV-T) system, a Joint Capabilities Technology Demonstration (JCTD) prototype sponsored by the Office of the Secretary of Defense (OSD). Identified data elements needed for web service data exchanges and updated the technical strategy to plan for deployment of a multi-tier virtual server implementation using service-oriented architecture (SOA) in USTRANSCOM’s Common Computing Environment (CCE).

Developed DoDAF v2.2 compliant architecture models to document enterprise systems for AMC and SDDC. Produced Operational Viewpoints (OV-1, 2, 3, 4, 5a, 6c using BPMN); Systems Viewpoints (SV-1, 2, 4, 5a); and Services Viewpoints (SvcV-1, 2, 4, 5a); selected to perform final quality check of deliverables.

Provided technical support for the Intelligent Road/Rail Information Server (IRRIS) Program Management Office within SDDC’s Transportation Engineering Agency (TEA). Translated requirements into prioritized lists of dollar-costed line items to provide flexible multi-year budget options for functional updates and technical refreshes. Designed the plan to transition in four phases to a twenty-two server redundant configuration to achieve the enhanced operational reliability needed for IRRIS to become the system of record for the Defense Transportation Tracking System (DTTS). Developed the architectural products and first IRRIS Tailored Information Support Plan (TISP) approved by the Joint Chiefs of Staff.

Managed network expansion projects for Barnes, Jewish, and Children’s Hospitals and nine medical campus buildings; estimated costs for additional network infrastructure and emergency power. Selected electrical contractors via competitive bid and directed installation of equipment racks, power outlets, and multi-mode fiber optic and copper cabling. Selected for Network Operations Center team; created and administered Dynamic Host Control Protocol (DHCP) scopes, Internet Protocol (IP) subnets, and Virtual Local Area Networks (VLANs); initiated Domain Name Server (DNS) entries in appropriate servers; administered multiple firewalls and Virtual Private Network (VPN) concentrators to provide secure remote access; used various software tools to detect, troubleshoot, and resolve data communications and Voice over Internet Protocol (VoIP) problems on a wide area network (WAN) with 1,200 servers supporting more than 40,000 end devices at 100 sites.
