• Plan, organize, and manage the operation, programs, and services of the Human Resources Department with responsibility for recruitment & selection, employee relations, labor relations, training & development, and administrative operations.• As a strategic partner, provide guidance to management across ten departments to mitigate employee relations issues, facilitate coaching & counseling, assist with performance management, promote a positive work culture, and ensure consistent application of policies and procedures.• Manage all aspects of the recruitment & selection process by developing, reviewing, and approving recruitment & selection plans and methods to ensure consistency in recruitment practices.• Oversee employee relations and disciplinary matters; conduct employee investigations;provide guidance and advice to management on disciplinary matters; prepare or overseepreparation of all related written reports and correspondence; review and approve alldisciplinary actions from written warning to termination.• Represent the City as a member of the labor contract negotiation team; resolve grievances; ensure that provisions of the negotiated labor contracts are implemented by operating departments.
