Innovation and Technology. Those are my passions. I am an Aerospace Engineer by degree, an IT security and software-defined radio professional by training, and a business leader through experience. With years of experience in technology, I continue to deliver new and innovative solutions and build highly functional teams that stand out among the crowd.I have a passion for cybersecurity and communications in all fields: traditional IT penetration testing, software defined radio and communications systems, and counter-drone solutions. I have grown several successful products and professional services organizations in each of those areas. Serving in both business leadership and technical hands-on roles for startups and large global organizations alike, I have a unique perspective to facilitate ideas between the business and technical teams and turn them into a reality.

Principal EngineerDeepsig Inc. Mar 2020 - PresentArlington, Virginia, UsDeepSig is pioneering the integration of machine learning with wireless communications and spectral awareness. As a principal engineer I have been leading the development of our analytics platform that combines a big-data approach and ML to provide spectral awareness and analytics. This product is designed to capture high volumes of data, allow analysts to explore data, and create powerful visualizations and dashboards for better spectral awareness. I also provide general SDR engineering support across projects ranging from LMR, IoT, and other communications classes as well as provide training on our core product lines. With my cybersecurity background, I also head up guiding the organization through government IT security requirements for full NIST 800-171 and CMMC compliance. -
Software-Defined Radio Engineer / Gnu Radio DeveloperOpen Source Community Jan 2014 - PresentCombining years of experience in both engineering and security, I have continued to provide contributions to the industry in the areas of software-defined radio, spectral awareness, and space-based communications. I have developed and released a number of open source projects, most but not all centered around GNURadio including an OpenCL/GPU framework presented at GRCon17, blocks to support space-based activities presented at GRCon19, and accelerated signal-processing blocks developed in C++ that have been incorporated in other satellite communication projects (as much as 50% improvements in processing performance). I have also taught introductory SDR at the Allen Telescope Array at Hat Creek Observatory, to security researchers, and other locations.

Sdr Counter-Drone ConsultantContract Jan 2018 - Jan 2019I provided consulting expertise in developing a low-cost drone detection solution based on Ettus USRP radios. I developed the real-time signal processing and identification engine, agents to integrate data up to a centralized cloud aggregator, and an Amazon AWS cloud platform to integrate all of the sensor data together. I led all design activities from hardware selection to prototype design and 3D printing and fabrication. I also developed the user interface for the platform providing near real-time drone intelligence to subscribers.

Usfs Information Security OfficerIng Jan 2008 - Jan 2009Amsterdam Zuidoost, NlI joined ING as the Director of IRM/Information Security Officer (ISO) for the U.S. financial services division where I directly oversaw an information security team of 7 individuals. I also had over 20 business-line Information Security Officers (ISO’s) that dotted-line reported to me. In my role as the U.S. ISO, I modernized the team’s operations in a number of ways for improved risk management and resilient operations. Some examples of the types of security areas managed include:U.S. security policy developmentRisk assessments and consulting to the business linesRedesigning and overseeing the incident response (CIRT) programConducting third-party security vendor reviewsFrom a business perspective, some highlights include:Participating in a $600M acquisition and the subsequent IT and security organizational integration.Took over a struggling contract negotiation with a new security monitoring vendor resulting in $1M in cost savings, increased services, and a better working relationship with the vendor and internal legal teams.Chaired a large organization-wide working committee assessing roles and responsibilities for security and risk management, resulting in a deeper understanding of operations and roles across business units.Increased reporting transparency and team communication across the enterprise by redesigning the information security incident response process into new ISIRT/CIRT, which reclassified the process from ad-hoc to emerging maturity level based on industry models. Initial response times were increased from as-available to less than one hour, resulting in a tripling of the number of incidents reported and handled.Improved response to business requests for mandatory 3rd party security reviews by 50% resulting in executing strategic contracts in less time while reducing functional outsourcing/consulting costs by 40%. -
Director - National Security Practice, Philadelphia GmSoftnet Technology Corp Oct 2006 - Jan 2008After merging PeriNet Technologies with Softnet, I stayed on as the GM of the Philadelphia office and Director of the IT consulting practice providing the same services provided prior to the merger. In these roles, I oversaw all business operations and continued to engage with clients and the industry as a subject-matter expert in IT security. This included national speaking engagements, and continuing to consult with both regional and global clients.

President And CtoPerinet Technologies Jan 2003 - Oct 2006I founded PeriNet Technologies in 2003 to provide cutting edge network engineering and security services to clients. Starting with a few core clients, we grew the organization from a start-up including securing a round of growth funding. As the business was built, it quickly grew to $1M in revenue over 4 years, doubling almost annually. PeriNet became a regionally recognized expert organization in IT security, speaking at a number of local and national conferences. Typical engagements were focused on firewall and anti-spam/malware solutions, Windows Active Directory infrastructure engagements, and Cisco switching and routing providing business-enabling technologies to our clients. As security became a more important part of IT, eventually penetration testing services were incorporated into the portfolio as well.Recognizing an industry need, I created an all-new web-based solution to facilitate and automate security assessments for our clients. This highly automated solution helped with information collection, risk scoring, and report generation to cut assessment times in half. This trademarked and copyrighted intellectual property eventually led to interest from and ultimately a merger with Softnet Technology Corp.

It Manager / Senior Security EngineerLightship, Inc. Oct 1995 - Jan 2003Over my eight year tenure at Lightship, my roles varied. Initially the team was contracted for a long-term factory automation software development engagement leveraging C++ and a number of databases including Oracle and DB2. The team then continued working on a variety of application development efforts. Some noteworthy projects include embedded C++ control systems for optical tracking systems used with the Space Shuttle, and upgrades to aircraft landing flight path code. With the advent of E-Business and online experiences, projects transitioned to web-based business solutions including online catalog systems with very large data sets. Eventually the need arose to develop network engineering skills around core systems such as Windows servers, switching and routing, and firewall solutions. As more application development began transitioning off-shore my core focus transitioned to these types of network engineering engagements. Eventually the role of internal IT manager was added to my responsibilities as the company needed the same IT infrastructure services we were providing to clients.

Aerospace Systems EngineerVeda, Inc. May 1992 - Oct 1995I was a member of the aerospace systems engineering group providing support to the naval air warfare center in Warminster, PA working on both classified and unclassified projects. I worked on a number of projects focused primarily around UAV and aerial target systems engineering, signals analysis, developing real-time distributed computing systems and networking for the centrifuge lab and object-oriented custom applications in C++. Projects pulled from a number of disciplines to build complete pilot-in-the-loop systems capable of performing real-time data acquisition, visual displays, and developing network drivers before industry standardization. Hardware testing including embedded C++ on EEPROMs was an important part of these engagements, as some hardware had to sustain very high g-forces in the centrifuge.
