Mr. Teeter serves as a police practices expert providing training, consulting, and expert witness services related to leadership, use of force, policy, significant incidents, accountability, human resources and training. He uses the extensive experience garnered leading force investigations, training, policy development, human resources and force review boards for the Seattle Police Department during Seattle’s DOJ consent decree reform journey to help other organizations improve and reform their processes, practices, training, and leadership development. The overall goal of this work is to improve public trust and confidence in law enforcement through meaningful reform, timely and relevant training, solid supervision and effective accountability systems and measures including thorough, objective, and transparent investigations of police actions. In addition to building community trust and confidence, this work is intended to improve professionalism, reduce force related injuries and deaths, and improve officer safety.

Served intermittently as Chair of Seattle’s Force Review Board, the official body charged with reviewing incidents where police officers use force which causes injury or complaint of injury, including cases where officers use deadly force. The Force Review Board brings together specially trained supervisors and commanders from across the department to evaluate incidents involving the use of force. Normally, representatives are present from patrol, investigations, the policy section and the training unit, and civilian observers are present from Seattle’s Office of Inspector General, Seattle’s Office of Police Accountability, and at times from the United States Department of Justice and Seattle’s Consent Decree Monitoring Team. The goal of the Force Review Board is to complete a thorough critical review of each force incident evaluating it for compliance with training, law, and policy. At the same time, the Board looks for individual, unit, and departmental areas for improvement and lessons learned.Cases where potential misconduct or excessive force is identified by the Board are referred to the Office of Police Accountability for a full investigation and appropriate follow-up action. The Board frequently identifies areas for improvement that do not constitute misconduct, and either refers those issues to supervisory personnel to conduct coaching, debriefing, or training, or when appropriate, issues department wide lessons learned so all officers can benefit from key learning points.

Developed and coordinated continuing education and training for 1800+ personnel including 1300 sworn. Responsible for on-boarding, pre-academy, post-academy and field training of approximately 100 police recruits and student officers at any given time. Involved in national and local discussions regarding training and policy surrounding de-escalation and the use of less lethal tools through the Police Executive Research Forum (PERF) and California POST. Also responsible for operation of the department’s shooting range used by Seattle PD and many regional partners. Served as Force Review Board chair.

Responsible for working with the Department of Justice, court appointed monitor and city attorney to revise highly scrutinized policies on use of force, bias-biased policing, crisis intervention, and early intervention systems. Worked with city attorney to prepare federal court filings during the sustainment period after the initial finding of full and effective compliance with Seattle’s Consent Decree with the Department of Justice.

Responsible for all patrol operations in downtown Seattle and its surrounding neighborhoods, serving a daytime population exceeding 260,000 people. As a team, utilized data-driven strategies to guide deployment of patrol resources. Built strong relationships with business leaders, community representatives, politicians, human services providers and other stakeholders. Led a patrol staff of 200 sworn personnel, including a bicycle patrol staff of over fifty and Seattle’s mounted patrol unit. Trained and mentored staff in leadership principles, developing Seattle’s next generation of leaders. Oversaw precinct involvement in the LEAD (Law Enforcement Assisted Diversion) Program, a nationally recognized pre-booking alternative directed primarily at low level offenders.

Recruited to lead the creation of the Force Investigation Team, one key to reforming Seattle’s force investigation practices. Ultimate responsibility for investigation, analysis, and presentation for review of the department’s most serious force investigations including officer involved shootings, in custody deaths, and cases involving potential serious misconduct. Involved in national discussions surrounding progressive practices in use of force through the Police Executive Research Forum (PERF) and the International Association of Chiefs of Police (IACP). Developed a team culture of continual improvement where members were always looking for ways to improve investigations, reporting, presentation and outreach.
