Key Expert on the UNOPS/EU PROGRES Baseline Competitiveness Study implemented by Development Consulting Group - DCG: responsibility is related to cross-department capacity assessment of 34 municipalities to attract investments and to provide incentives through competitive local tax administration and other incentive systems. Responsible for tax incentives models and competitiveness analysis related to innovative sectors including renewable energy and energy efficiency. Project results were instrumental to programming of the next phase of the EU / Government of Switzerland funded multi-million support aimed at raising competitiveness in 34 municipalities in South and South-West Serbia.

Improving competitiveness of innovation hotspots in Serbia through EU-funded support including: Faculties of Electrical Engineering, Faculty of Mathematics, Faculty of Mechanical Engineering at local Universities, R&D centers, Scientific Institutes, Business Incubators, Innovation Centers, local Innovation Fund, Development Fund, Business Angels -seed investor association etc. The project aimed at increasing competitiveness by improving the quality, range and availability of business support services for tech and other innovative companies and startups in Serbia. Analysis of growth potential, development of policy recommendations for the Ministry of Finance and Economy, scanning of 3,000 of these companies based on their financial data in cooperation with Business Registry Agency, creating quality standards, promoting Public Private Partnership on innovative projects, and capacity building aimed at strengthening institutional capacity of the institutions including MoFE, NARD, SIEPA, Development Fund and Innovation Fund. Consortium members are GFA Consulting Group (Germany), SINTEF Technology and Society, (Norway), Inno AG (Germany) and Mihailo Pupin Institute (Serbia).

The business plan for developing a 5 MW biomass powered thermo electrical plant was created. A business-insider view gained at the processes and procedures between the businesses and municipalities. Participated at high level negotiations between international investor and Government, public companies and local self government. Providing technical support and coordination to task teams during their missions to Serbia.

Following areas were covered: Cost variations in provision of local services delivered by local self-governments including district heating. Case studies on construction of streets/roads, solid waste management and issuance of construction permits. Inflationary impact of public utility price increases including public heating. Cost to businesses of excessive administrative procedures, estimated by Standard Cost Model implementation. Mapping of the activities across 9 municipalities with 50 selected companies for a detailed SCM analysis. The project was done in cooperation with Government’s Regulatory Reform Unit and MoFE.

Four Winds Capital Management, a Firm from Boston managing $14 billion portfolio has signed a $50 million worth contract with EMAS - SBPI Company from Washington D.C. to execute investment in renewable energy projects in South - East Europe. Participation in delivery of $9 million investment into a 32,000 t/a wood pellet plant in Doljevac, Serbia through the whole investment cycle. Establishing cooperation with wood processing companies in Eastern and Western Serbia. Developing relevant Studies. Acting Marketing Director responsible for market development, promotion and sales. Promoting fuel switch in Serbia for companies that consume high amount of heat (metal, cement, dairies). Tour of heavy oil consumers. Study visit to the US, concerning bioenergy market development, Public Private Partnership (PPP) as well as on the organizing and creating associations. -USAID / IRD: Research on feasibility for creation of cluster of companies from the Wood processing industry sector in Bosnia and Herzegovina. The main goal was to raise competitiveness and exports of the industry. Research on the entire wood-processing industry in the country. -World Bank/ IFC: Facilitating IFC’s SME Toolkit project worldwide through Belgrade office aimed at improving business management practices for SMEs. -USAID Competitiveness Project: Access to Finance –research on the possibilities for increasing availability of financial services to SMEs through development of financial instruments and credits, including Public Private Partnership (PPP).
