Primary responsibilities included:• Developed the state's total compensation philosophy & served as the statewide expert when called upon to advise the Governor or testify in front of the state legislature on compensation related practices, policies and philosophy.• Oversaw the development and design of the state's classification programs to ensure that jobs were appropriately categorized, evaluated and consistent with the efficient operations of state agencies.• Assured that compensation for state employees was internally equitable, consistent with legal requirements, fiscally responsible and competitive with compensation offered by alternative employers.• Developed collective bargaining proposals and represented the State of Minnesota compensation program as a spokesperson in collective bargaining for all bargaining units.• Assisted in the negotiation of seven collective bargaining agreements and led the development of the Commissioner's and Managerial Plans for unrepresented employees.• Worked with the Assistant Commissioner for Enterprise Human Resources to develop MMB & Executive Branch positions on legislative proposals related to compensation and classification.• Managed the data analysis unit for statewide HR and responded to all fiscal notes requested by the legislature. -
