Outside of KDE I also maintain an audio hardware emulator library that is installed by default in some popular media players.Specialties: training, human resources, personnel management, nuclear chemistry and radiological control, U.S. submarine tactical systems, Information Assurance (i.e. submarine LAN), industrial work controls, strategic studies, cyber strategy and more.Within computing: Qt, KDE, C++, JavaScript, Perl, some Python and Ruby programming languages.

A 'milestone' position for the Navy HR officer community, as Deputy I build a team charged with organizing and coordinating personnel plans and policy choices for the Navy's enlisted Sailors, including management of task workflow, review of new policies to ensure seamless fit with other Navy HR processes and policies, and prompt review of requests for policy help from the Fleet. This team is charged with planning the recruiting and initial entry training of the Navy's entire active enlisted force of nearly 300,000 Sailors, and personnel management of that enlisted force from the day they join until the day they leave including policy on accession standards, enlisted occupational classification processes, and the enlisted promotion process.Done well, we will guide a nationwide team of HR professionals in achieving the Chief of Naval Personnel's mission to man the Fleet with Sailors that have the training, experience and winning culture to fight and win the Nation's wars who can say they're proud to serve with their shipmates. This role included time spent Sept-Oct conducting turnover of duties before assuming the position full-time.
Acting Branch Head, Enlisted Personnel Plans And Policy (Opnav N132)
Lead the Navy's personnel plans & policy development for the active component enlisted force of nearly 300,000 Sailors, serving in a Captain-grade position as the Branch Head while retaining my duties as the Deputy Branch Head. This role encompasses personnel management including plans for recruiting, initial entry training, retention and promotions across an entire career by leading a team of senior HR professionals who coordinate the development and implementation of the Chief of Naval Personnel's enlisted policies through the actions of the entire MyNavy HR enterprise.Done well, we will guide a nationwide team of HR professionals in achieving the Chief of Naval Personnel's mission to man the Fleet with Sailors that have the training, experience and winning culture to fight and win the Nation's wars who can say they're proud to serve with their shipmates.
Digital Platform Team
On long-term detail to NavalX, working with a small but high-powered team of innovators across Dept. of Navy (Navy and Marine Corps) and private sector talent to identify pockets of innovation and connect them to each other, while sharing best practices to help DON activities improve mission accomplishment.I support that by working within the Digital line of effort, helping to oversee digital tools like Connecx to link innovators with mission owners, and Agile 2.0 to help teams utilize agile and scrum practices... and other duties as will be assigned.
Deputy Chief Data Officer, Mynavy Hr (Opnav N163)
Handpicked to apply my experience with MyNavy HR data platforms (Authoritative Data Environment 2.0 and 3.0) and HR business process to support the newly-established MyNavy HR Chief Data Officer (CDO).In this position I work with the CDO and existing data teams to build the strategy and vision for the organization, and do this with a focus on delivering valuable outcomes for the Navy, our Sailors, the MyNavy HR enterprise and other Navy, Department of the Navy and Department of Defense stakeholders.Doing this in an organization as large as the Navy requires solid interpersonal skills, willingness to understand the many varied perspectives that must be heard, an ability to help decision-makers at all levels to ask questions that can be answered with information gleaned from data, and the help of the analysts, data scientists, usability designers, business domain experts, IT staff and privacy experts who help us put it all together.
Deputy Branch Head For It Platforms & Infrastructure (Opnav N167)
Handpicked to lead day-to-day activity of the Navy headquarters branch responsible for rapid acquisition of cost-effective, leading-edge (for Navy) commercial hosting solutions for the Navy's HR business. The branch works with key DoD and Navy stakeholders to gain policy exceptions for pathfinders and prototypes as well.
It Requirements Officer (Data/Cloud/Enterprise Support)
The Navy opted to take advantage of my background in computing to assign me to OPNAV N16, the Directorate within the Office of the Chief of Naval Operations (OPNAV) responsible for all of the Navy's Manpower, Personnel, Training and Education (MPTE) IT. In this assignment I'll be tasked with helping advance the ongoing effort (launched in earnest in 2015 as part of "Sailor 2025") to advance the Navy's HR Information Systems out of the COBOL stone age.As the prospective IT Requirements Officer for Data, Cloud, and Enterprise Support requirements, I'll be responsible for working within the DoD and Navy acquisition/contracting system to help set functional requirements specific enough so that we will still be able to accomplish our specific Navy HR needs, using a modern "cloud-first" operations model, but without being so specific that we end up buying $1,000 "space pens" where $0.10 pencils would have sufficed.
Deputy Chief Of Strategy, Opnav N1Z (Strategic Actions Group)
A "milestone" position within the Navy HR community. In this position I work directly for the Director of the Chief of Naval Personnel's "Strategic Actions Group" to engage in 'environment scanning', strategy development, high-level coordination amongst major personnel activities, development of executive-level communication and briefing products, and other special projects as assigned. Some of the products I'm responsible for are disseminated directly to all Navy admirals and senior executives and are used by the Chief of Naval Personnel in his own briefs to senior Navy and DoD leadership. Additionally the nature of the job requires working closely with high-level managers and deputies across the Navy's manpower, personnel, training and education enterprises -- but without overstepping rank boundaries.
Opnav N100C (Intelligent Workbook Coordinator)
Manage the development, policy and use of a module, the "Intelligent Workbook", used by all Navy major commands to plan and program manpower resource decisions, and to analyze the impact of potential force structure changes on the rest of the Navy.Additionally, since February 2015, manage the development and maintenance of the information system used by the Deputy Chief of Naval Operations for Manpower, Personnel, Training & Education (N1) for manpower resource planning programming and budgeting. The system serves as an integrated warehouse for more than 40 individual databases used throughout the Navy, and supports decision-making for senior Navy leaders and manpower stakeholders throughout the Navy.
Student, Naval War College Resident Intermediate Level Course
Completed an intensive 10-month course of study, resulting in certification of the Phase I requirements for Joint Professional Military Education, and the conferral of a Master of Arts degree (with Distinction) in National Security and Strategic Studies.Additionally served as a scholar with the Mahan Advanced Research Project, working in strategic deterrence studies (with a particular emphasis in cyber topics).
Deputy N14, Pay/Personnel Management
Responsible for assisting in the oversight of personnel processing and pay distribution for Navy military in the region of the nation's capital, including the Personnel Support Detachments in the DC area, Bethesda MD, Ft. Meade MD, Patuxent River MD, Dahlgren VA, and Indian Head MD.Additionally provided oversight for transient personnel, Navy personnel and family accountability (NFAAS), to include extended response to the 2013 Navy Yard shooting, and many other duties as assigned. A notable example was an analysis of manpower requirements of an regional emergency dispatch center to help NDW leadership balance risk and resource allocations in a budget-constrained environment.Spent several months as Acting N14 as well due to gaps in filling my boss's position.
Division Director
