Provides medical countermeasure (MCM) subject matter expertise to verify, review, and analyze documents, data summaries, and spreadsheets from DoD, other U.S. Government, non-U.S. government, private, and academic sources, and make recommendations for action. Delivers consultative services that leverage information technologies, resources, analytical and technical oversight, and plans that enhance the effectiveness of MCM business processes and research, development, and acquisition issues among DoD components. Imparts advice to the government regarding medical policies dealing with CBRN preparedness, global terrorism, weapons of mass destruction, and biomedical technology. Advises on technical MCM matters and coordinates tasks to be performed in sufficient detail commensurate with timely, quality-controlled deliverables needed in OASD(H.A.). Analyzes, forecasts, and provides budget recommendations for DoD and DHS Strategic National Stockpile requirements. Conducts Planning, Programming, Budgeting, and Execution (PPBE) activities for vaccination programs and CBRN medical defense training. Supplies professional CBRN and military operational insights to support the defense policy, immunization, and other MCM use policies, training and education, and exercises. Supports MCM team on DoD and USG partner workgroups and subcommittees, providing subject matter expertise and collaboration. Advises on CBRN/emerging infectious diseases to enable the Program Director to respond to requests from Congress, the DHHS, the DHS, the VA, the GAO, DoDIG, and other USG agencies. Develops and submits updates on CBRN and emerging infectious diseases projects (to include relevant completed items, potential risks, issues, and MCM action items). Provides subject matter expertise on CBRN and emerging infectious diseases supporting future MCM threat analysis and immunizations, therapeutic and diagnostic device developments, and life cycle planning for Service members.

Develops, reviews, and implements democracy and human rights strategies for country portfolio. Responsible for producing briefing memos for senior officials to inform and further USG policies regarding human rights and democracy. Prepares and coordinates policy papers, Human Rights Reports, briefing memos, Congressional correspondence, press guidance/statements, “rollout” briefing materials and testimony for Bureau and Department principals. Regularly monitors human rights and democracy-related developments and analyzes their implications for U.S. policy. Identifies priority issues, alerting decision makers and peers on breaking developments, providing timely and comprehensive analysis. Clears and integrates analyses into relevant briefings, reports, and technical papers. Proactively advises bureaus within the Department and other federal agencies on policies and resource allocation to promote democracy in the region. Represents the Bureau and/or Office in Department meetings, interagency meetings and in meetings with NGOs and maintains effective relationships with these entities. Reviews and clears relevant reports from external offices and agencies, relying on expertise to ensure office priorities are properly disseminated. Represents DRL positions and obtains information for DRL’s work, including grant proposals. Anticipates public outreach opportunities and makes appropriate recommendations. Drafts regional human rights and democracy promotion strategies and spearheads regional and country specific initiatives. Identifies individuals and populations impacted by human rights abuses and develops plans and/or takes action to advocate, support, and/or protect those at risk. Proactively deploys knowledge of visa and other sanctions tools applicable to persons who commit human rights violations. Drafts assessments of potential serious and gross human rights violations in response to requests for Advisory Opinions and Security Advisory Opinions.
