Provides high-level administrative support for the Executive Director as well as the Utility Service Board; Administers and coordinates the Human Resources function of the Board; Responsible for supervision of assigned administrative and customer service staff; Provides leadership for the development and implementation of special projects As a member of the Senior Leadership team, promotes and ensures the smooth and efficient operation of Utility Administrative functions, including: Accounting, Customer Service, Payroll, Communications, Records Retention and management, Office systems/equipment/telephony management, Performs research for, and assists in the development and implementation of Utility budgets, programs, policies, and procedures; Provides supervision, leadership and guidance to administrative staff, teams and/or workgroups as assigned Administers and coordinates Human Resources activities in consultation with the Director; Directly, and/or through support staff, administers employee benefits programs, establishes and maintains personnel records, and tracks, maintains, and documents employee training; Acts as liaison between the Utility and insurance/benefits providers; Consults with and advises division managers, supervisors, and staff regarding Utility benefits, policies, and procedures  Provides leadership in recruitment, orientation, and employee development; Coordinates and/or provides and documents training for new-hires as well as continuing education and training for existing staff members; Monitors, documents, and reports to Executive Director concerning subordinate performance; Participates in implementation of disciplinary measures as required; Develops and implements work schedules, reviews and maintains time records, plans and authorizes overtime as required, authorizes and schedules leave of absence requests, coordinates and assigns routine and non-routine tasks; Conducts subordinate performance reviews
