Naval Reserve Attorney supporting Region Legal Services Office Southeast

Division Director, Administrative Support Division (Code 40) and Executive Assistant, Assistant Judge Advocate General (AJAG), Military Justice (Code 02), Office of the Judge Advocate General (OJAG). As Code 40 Division Director, directly responsible for all aspects of supervising nine junior Marines and two civilians in receiving, tracking and storage of records of trial received from Navy and Marine Corps Commands for review by the Judge Advocate General and the Navy-Marine Corps Court of Criminal Appeals (NMCCA). As Code 02 Executive Assistant, responsible for supporting the AJAG in his performance of the JAG’s statutory duties in all military justice and related matters as authorized in the Uniform Code of Military Justice (10 U.S.C. §§ 801-946), the Manual for Courts-Martial, and the JAG Manual (JAGINST 5800.7C).

Director, Post Trial Processing Branch and General Attorney for the Navy and Marine Corps Criminal Law Division that oversaw all aspects of military justice policy within the Department of the Navy (DoN). Duties included post-trial review and processing for the Navy and Marine Corps Appellate Review Activity, drafting legal and policy advice for the Judge Advocate General (JAG) on a wide variety of military justice matters, and reviewing all legislative and regulatory proposals affecting military justice. Recognized subject matter expert in domestic violence policy, Sex Offender Registration and Notification Act (SORNA), and victim witness assistance program policy.

Operated as the sole legal advisor for the Commanding Officer of the USS Carl Vinson (CVN 70). Provided legal support on rules of engagement, military justice matters, foreign relations concerns, and all legal issues before the Commanding Officer in support of a crew of over 5000 service members. Deployed on back-to-back 6-7 month Western Pacific deployments, operating in Asia and the Middle East with significant coordination and negotiation with foreign embassy staff, local police departments, and local businesses, while handling foreign military justice concerns and reviewing and approving payment of thousands of dollars in Foreign Claims Act petitions. Managed and coordinate all work for the legal office including one junior attorney and five paralegals processing over 250 military punishment proceedings per year, dozens of courts-martial investigations and prosecutions, and hundreds of investigations into equal opportunity complaints, compliance, sexual harassment, and criminal misconduct.

Delivered complex legal advice for one of the largest medical training facilities in the military including significant work on medical research ethics, Freedom of Information Act (FOIA) requests, malpractice investigations and litigation, compliance issues, ethics, and additional military justice support to a Command with over 5000 attached military and civilian employees. As the deputy, provided management and training to staff of eight military and civilian employees including legal clerks, paralegals, and attorneys. Represented the government on multiple administrative employment boards and advised on dozens of other administrative boards.

Lead prosecutor on multiple complex court-martial cases in the military justice system and acted as the liaison officer between the Hampton Roads Naval Criminal Investigative Services and the Region Legal Service Office in Norfolk. Prosecuted complex contested General Courts-Martial and Special Courts-Martial including child sexual assault, military specific crimes, and large scale larceny. Led counsel in investigating and recommending action in dozens of other cases and negotiated dozens of plea deals across the spectrum of military justice cases.

Legal advisor for the Commanding Officer of Naval Station Norfolk managing all military justice issues for the instillation, extensive civilian employment issues, dozens of investigations and prosecutions, and countless ethics queries. Managed a staff of four and assisted the Region legal advisor on Region legal issues including officer separations, various investigations, and courts-martial issues.

Coordinated and managed Naval Reserve personnel support for the entire Northeast region, managing mobilization and demobilization of hundreds of reservists supporting the Global War on Terror and managing special event reservist support for the region including multi-million dollar support for New York City Fleet Week activities. In addition to these duties, served as a staff officer for Commander Naval Region Northeast standing Command Duty Officer for the Northeast region supporting casualty assistance services, emergency response, and security protocol issues. Served as board member for numerous administrative separation boards and investigation officer for investigations of criminal misconduct, sexual harassment, and other military justice issues.

Managed the deployment schedule and logistics for the Navy’s Special Operation Riverine Warfare Command’s numerous deployments to the Pacific and South American operations areas to include country clearance coordination, logistics and budget management, training plans and certifications, and international coordination support. Created and managed the command language program to include budget control and forecasting of thousands of dollars. Planned and executed the training of hundreds of personnel deploying overseas in multiple languages. Qualified as a conversations Spanish speaker on the Defense Language Aptitude Test. Deployed to South Korea and conducted a modern riverine assessment of the region.

Led and managed 34 Sailors in the preservation and maintenance of the ship’s deck equipment and the employment in support of the ship’s operational commitments. Controlled and coordinated budgets of thousands of dollars for support for the ship's missions. Qualified in all watch areas aboard the ship including Officer of the Deck and Engineering Officer of the Watch. Qualified as non-compliant security team boarding leader. Deployed to the Indian Ocean in support of the Global War on Terror and led the security team boarding of dozens of U.S. flagged merchant vessels to combat terrorist and piracy threats.
