Mitchell McCarthy has a broad experience in the water industry market. Mr. McCarthy started his career in 2016 after graduating from the University of California, Davis in Biosystems Engineering, working for a large water district in the Sacramento region where he heavily assisted senior staff with capitol improvement projects, budgets, asset management plans, and grew his knowledge of the water industry. Mr. McCarthy left briefly for two years to take a job at another large water purveyor where he gained experience in raw water canal and pipeline projects as well as worked on aspects of a raw water treatment project. Mr. McCarthy returned to the Sacramento region as a senior engineer at his first water district where is in in charge of project design and delivery for the districts progressive design build well facilities, distribution and transmission main replacement projects, asset management for water conveyance, and water storage projects. Water experience includes: water system operation and maintenance, conveyance and distribution pipeline design, well design and construction, well facility design and construction, storage tank retrofit design and construction, manganese wellhead treatment design and implementation, well instrumentation design and construction, booster pump and storage tank facilities, and retrospective asset management plans. With Mr. McCarthy’s experience in the public sector, he also has extensive experience reporting through the Division of Drinking Water requesting waivers for pipeline projects or site approval for new wells, Regional Water Quality Control Board (RWQCB) National Pollutant Discharge Elimination System (NPDES) Program as it relates to water discharge notification and reporting, coordination efforts between County or City stakeholders for projects, and additional local agencies.
