Directed and redesigned all eye care services for the U.S. territory of American Samoa. Initiated and directed to completion a complete revision of ophthalmology clinical and surgical services including; acquisition and local staff training on advanced technologies including modern phacoemulsification cataract surgery, corneal tissue transplantation, oculoplastics and major trauma service. Modernized surgical care throughout territory with advanced filtration, lighting, and surgical efficiency programs. Lead ophthalmic outreach and education programs in collaboration with the American Samoan department of public health and the New Zealand based Volunteer Ophthalmic Services Overseas to survey eye health and deliver evaluation and spectacle provision to underserved populations.
