• Created and developed a new agency, which was created by the 1997 Oregon Legislature. I was hired by the Board to create, develop and implement all administrative and licensing programs and procedures for the new agency.• Identified, located and notified more than 400 working investigators in the state regarding the new licensing requirements. In collaboration with the Board members, developed and implemented licensing applications, licensing information packets, and exam materials, all of which needed to be received back from working investigators in less than four months in order to successfully meet a legislative timeline and allow the private investigators to continue working legally.• Worked with the Board to develop and adopt new Oregon Administrative Rules (OAR), which supported and enhanced the new Oregon Revised Statutes (ORS) outlining the licensing and regulatory requirements. The rules supporting the licensure procedures were developed, put through a public hearing process, and adopted by the Board all in less than four months in order to successfully meet the legislative timeline.• Guided the agency through business and strategic planning processes. Developed, wrote, implemented and disseminated the short-term business and long-range strategic plans.• Assured agency goals, objectives, performance measures, and statutory responsibilities were effectively accomplished.• Evaluated, planned, and organized all administrative functions while developing policies, procedures, guidelines, and public information materials.• Evaluated quality of services the Board provided by review of reports, staff conferences, survey of agency customers, and other pertinent methods.• Coordinated Board directives with the Oregon Department of Justice.• Mediated conflicts between groups and/or individuals with competing interests.• Created and developed the Board’s quarterly newsletter (OBI News) and Web Page
