The Pennsylvania Office of Open Records is a quasi-judicial, independent state agency tasked with enforcing the state's Right-to-Know Law. The OOR also trains state agencies, citizens, and members of the media on how to avail themselves of records under the RTKL, and provides training on the state's Sunshine Act (Open Meetings Law). • Drafted an amicus curiae brief arguing that the Right-to-Know Law provides adequate due process under the United States Constitution, and the Constitution of the Commonwealth of Pennsylvania.• Revised and updated guidance on the Sunshine Act, which the Office of Open Records utilized to educate and train the public and members of the media.• Created educational guidelines for the proper construction of affidavits for state and local agencies. These guidelines were used in webinars hosted by the Office of Open Records.• Assisted in the creation of a case index, which charts every significant Right-to-Know Law case since the enactment of the law.• Drafted and issued Final Determinations on Right-to-Know Law disputes.
