Responsibilities:General organizational-administrative and decision-making functions;Monitoring and inspection of municipal construction programs and projects;Organizing asset management system (property inspection and data collection; asset life-cycle assessing and planning; monitoring the utilization and maintenance of assets; risk assessing and mitigating);Project manager’s function in construction projects where concessions and 3Ps (public-private partnership) procedures are used; Approval of capital investments and repairs plan;Approval decisions on disposal and writing-off of fixed assets;Making decisions about use of property that is not involved in municipal services (the conclusion of lease contracts, purchase and sale, including sales at electronic auctions);Troubleshooting.Drafting decisions of the City Council and Executive bodies, including normative acts.Achievements: Providing physical asset management GIS system using open-source PostgreSQL database and QGIS;Implementation of digital Gantt-Charts diagrams for monitoring schedules of all projects.;Development and implementation of asset management policies in all spheres of the municipality, such as transport infrastructure, housing and utilities, education, healthcare etc.;High percentage of adoption drafted decisions by Mykolaiv City Council;Starting of project - "Creation of a center for comprehensive rehabilitation of persons with disabilities in a newly-built apartment building with commercial and office space and underground parking spaces in terms of public-private partnership” in Mykolaiv city.
