Mark has over 30 years of experience managing programs related to infrastructure development, corporate strategic performance and public policy, including 15 years for Fortune 500 and Fortune Global 500 companies. Mark has been recognized with a global "Market Maker" award by one of the 10 largest construction companies in the world, and an “Invaluable Project Contributions” award by Europe’s largest engineering conglomerate. In addition, as a Lieutenant Colonel in the United States Air Force Auxiliary, Mark has been decorated four times with the Meritorious Service Award for "achievements and services which are clearly outstanding and unmistakably exceptional," and was awarded the National 2024 George Texido Legislative Officer of the Year Award.As Executive Director of the California Infrastructure Delivery Coalition (CALINFRA), a California focused non-profit organization, Mark is responsible for operational leadership of a California focused coalition of public, private, and labor sector members committed to increasing the use of all forms of infrastructure project delivery through stakeholder education, collaboration and mobilization.In 2018, Mark founded Kempton Strategies LLC to connect private sector clients with their public sector partners, ensuring long-term relationships built on trust and maintaining client focus on the People they partner with, the Policies that impact their business environment and the Pipeline of work that generates their revenue.
