Teaching Xavier Department of Public Health Science's PHLT 4003 Senior Seminar Case Studies - exposes students to various aspects of public health practice and current public health issues. This course introduces several central concepts and explores critical and controversial issues related to public health using case studies. Topics covered include the nature of public health ethics, the ideas of disease and prevention, risk and precaution, health inequalities and justice, screening, vaccination, and disease control.

The Pelican Center for Children & Families is a Louisiana non-profit organization dedicated to improving outcomes for Louisiana's children & families.The Pelican Center's focus is on the intensive coordinated interdisciplinary training and education of child welfare practitioners, children's and indigent parents' attorneys, judges, child protection staff, CASAs, foster parents, district and child welfare agency attorneys and others.

Responsible for clinical oversight, inclusive of supervision of (up to) twenty (20) clinical and non-clinical workers. Conduct preliminary Intake assessments and Instruments that include, but not limited to the CASII, LOCUS, CALOCUS, etc. for all clients at appropriate times. Request and manage all authorizations for services with all Managed Care Organizations via Internet, Fax, etc. (to include concurrent reviews and follow up service units). Communicate with Managed Care Organizations and all related representatives regarding authorizations and related policies and documentation. Work with Administrative staff to establish workflow and policies related to service authorization, assessments, and all related tasks. Participate in meetings with staff and administration on a regular basis to optimize efficiency. Collaborate with clinical staff as necessary to complete any necessary assessments and/or authorizations. Carry a small caseload of direct service hours per week providing therapeutic services to be established with the Executive Director.

Manages the Louisiana Statewide HIV Prevention and Treatment Planning process, serves as the designated health department chair of the statewide planning body and is primarily responsible for ensuring the maintenance and updating of the Louisiana HIV/AIDS Strategy. Manages the statewide Condom Distribution Program and related databases including the ordering, shipping and monitoring of condoms to over 1200 sites statewide. Manages the statewide Teen Pregnancy Prevention/Adolescent Health Program and supervises the Adolescent Health Coordinator. Manages the statewide Recruitment and Social Marketing Program and supervises the Recruitment and Social Marketing Coordinator. Coordinates the Prevention Program Review Board and ensures compliance with related CDC policies. Manages the Men’s Health Initiatives related to STD/HIV Prevention statewide, including the Wellness Centers for Gay Men demonstration project, and supervises the Men’s Health/Wellness Centers Coordinator. Prepares and distributes monthly STD/HIV and Teen Pregnancy Prevention Newsletter for contracted and partnering community stakeholders. Ensures written protocols for all programmatic activities are established and updated on at least an annual basis. Analyzes programmatic data; prepares quarterly and annual reports; presents findings at local, state and national meetings. Prepares well researched and well written contributions for new grant proposals and interim and annual progress reports for existing grants. Collaborates with all other components of the STD/HIV Prevention Unit as well as the Evaluation, Data Management/Analysis, Services, Field Services and Surveillance Units of the STD/HIV Program. Adheres to all STD/HIV Program and CDC Confidentiality guidelines; ensures that databases and hard copy files are secure. Provide regular supervision of subordinate staff and perform annual evaluations for all staff supervised.

I and Dr. Earl Nupsius Benjamin, DrHSc, as Principals of The BACH Group, lectured on SGLT (i.e., Black LGBT) health disparities - we discussed the social determinants of health (SDOH) that contribute to and/or exacerbate SGL health disparities, while also detailing SDOH approaches that aid in the reduction of SGLT health disparities.

Responsible for coordinating strategic planning (statewide), fundraising, council development and re-granting program for the LCAP (AIDS United Grant Program – Positive Charge and Challenge Grant Initiative). Scheduling and leading quarterly Partnership Advisory Council meetings; Developing and implementing annual fundraising plan; develop annual RFP document and grant review process coordinating a panel of Advisory Council members and key stakeholders; grants management for current grantees and reporting to funders including AIDS United; implement technical assistance and capacity building plan for current statewide Partnership grantees; work closely with key staff to coordinate grant opportunities and annual budget needs; attend appropriate conferences and project related meetings; work with staff to assist on the implementation of grant and subcontracted program administering; coordination with Evaluation Coordinator to execute evaluation plan; Attend appropriate conferences and project related meetings; provide administrative support to LPHI and LCAP staff as needed. I also create and maintain a filing system for all LCAP and Positive Charge related material. Lastly, I manage the African American Social Marketing Project, funded by CDC. For this project I managed the development and execution of a Baton Rouge specific youth focused STI testing/awareness campaign.

Crescent Care, formally known as NO/AIDS Task Force - I was responsible for coordination of all volunteer related activities at the CAN or Community Awareness Network office. Responsible for conducting an orientation for all new volunteers at the CAN office location and well as act as a co-facilitator for the HIV 101 and Volunteer Training for all volunteers of NO/AIDS Task Force. Participated as the Project Assistant for the Louisiana statewide MSM (Men who have Sex with other Men) Needs Assessment by conducting statewide focus groups; recording, compiling and reporting findings; and conducting a statewide online forum with African American MSM. Responsible for assisting in the coordination of volunteers participating in CTR or Counseling Testing and Referrals for Rapid HIV Testing. In addition I am a Louisiana State certified CTR counselor.

Worked as an A&D counselor. Responsible for outreach retention activities for all treatment programs. Also serves as the site’s HIV/AIDS liaison, which included the implementation and facilitation of HIV awareness and preventative skills building programs, while also establishing the site’s pilot HIV testing program for the Mississippi Department of Mental Health, HIV Testing Coordinator. Metro Counseling, Inc. is one of three sites statewide that participating in this pilot. Thus, Metro became one of the first drug and alcohol treatment facility in Mississippi to conduct in-house HIV screening. Further, I developed and initiating the site’s HIV rapid testing program on-site (1 of only two MSDH/MSDMH Mental Health HIV testing pilot initiatives in Jackson, MS). Worked [ing] with The Mississippi Department of Health and Mississippi Department of Mental Health to develop testing implementation action plan for HIV testing in mental health facilities. Conducted individual and group counseling to clients involved in alcohol and drug abuse programs, via pre and post release programs; assisted clients in obtaining services from community and governmental agencies.

Supervise Health Educators and direct program site; coordinate and facilitate behavioral science-based curriculums (HIV (STI)/Drugs/Violence) for at-risk youth. Conduct prevention and education trainings for community partners and staff; develop and implement supplemental activities and materials for youth projects; maintained and regularly documented confidential client files (intake process); reported on programmatic goals to agency and funders; and assess needs and behavior modification of clients/participants. (Demonstration project ended August 2008)

Founder of Pride Of Mississippi. Wrote and attained grants to fund ($90,000.00; total), operate and manage Pride Of Mississippi, Inc.’s community mobilization, intervention program, and resource center for Mississippi’s African American (AA) MSM. The first of its kind in Mississippi. I oversaw grant deliverables, supervision of part-time staff and volunteer activities, reports. I directed, coordinated, and facilitated behavioral science based interventions and health educational (HIV/STI) sessions for African American men; coordinated outreach activities for at risk communities; maintained and regularly documented confidential client files (intake process); reported on programmatic goals to agency and funders; and assess needs and behavior modification of clients/participants. POMI developed Mississippi’s first Black (Same-Gender Loving/Gay) Pride event. The event is still in existence and it happens annually. It is the largest community outreach event that brings HIV awareness and education to Mississippi’s AA MSMs (and AA GLBTs). (Demonstration project ended May 2006; US Conference of Mayors/$78,000.00)

Conducted statewide MSDH certification trainings in STD Education, HIV/AIDS Education, HIV Prevention Case Management, Youth Counseling, and Preventive Counseling, Social Marketing; coordinated statewide educational forums; maintained the bureau resource library.

Coordinated the development, implementation of a statewide social marketing campaign: R.A.T. (Reject All Tobacco). Coordinated and implemented statewide tobacco prevention programs for communities; served as the agency liaison for marketing and other contracting agencies; maintained a 1.5 million dollar budget in inventory.

At one of the state's first AIDS Services Organizations I coordinated and conducted HIV/AIDS prevention and educational/awareness outreach activities, volunteer activities, focus groups, health education sessions and prevention case management; trained as a statewide interviewer for the Center of Disease Control; assisted in grant writing; conducting intervention and outreach.
