While at True North Group, Marci served as the Project Director for the National Electronic Interstate Compact Enterprise, at the American Public Human Services Association and the Association of the Administrators of the Interstate Compact on the Placement of Children. As PD, Marci led the implementation of a state-to-state data exchange system to improve the process for placing children across state lines for adoption and foster placements. She helped secure data-sharing agreements with 45 states. These agreements govern the first of its kind cloud-based child welfare data exchange in the nation. She developed cybersecurity and system oversight protocols and coordinated the work of technical and program partners across the nation. Marci oversaw day-to-day operations of NEICE, and provides regular updates to state and federal policy partners.Marci also served as a Policy Advisor, Co-Lead, to the National Commission to Eliminate Child Abuse and Neglect Fatalities, May 2014-December 2015 In addition to policy analysis and program management, Marci also has expertise in using communications strategies to execute issue campaigns, including using social media, earned media and stakeholder engagement to further policy and program goals. She has designed, supervised, and implemented media strategies for many different children's issues, including in the child welfare, adolescent health and early education fields. She served as the contract Project Director for the HHS Office of Adolescent Health's national call to action to encourage stakeholder engagement on adolescent health, Think, Act, Grow (TAG).
