Principal action staff unit in conducting research and studies on drug abuse prevention and control as bases for the formulation of evidence-based programs and policies.

- Leads the Project Management Office and works on the targets in relation to the Philippine Anti-Illegal Drugs Strategy (PADS).- Facilitates the implementation of PADS commitments as stated in the Executive Order and the PADS blueprint.- Leads the facilitation of the tasked 58 National Government Agencies in the development of the operational and implementation plan for the Philippine Anti-illegal Drugs Strategy.- Leads in the harmonization of the tasked agencies’ budgetary plan of PADS.- Leads the Secretariat Support for any PADS related activity.- Leads the development of the work and financial plan, project procurement management plan, and the information system and strategic plan of the Philippine Anti-illegal Drugs Strategy – Program Management Office. - Coordinates with heads and representatives of government agencies, local government units, and other organizations for the integration and harmonization of PADS implementing plans.- Facilitates in the establishment of the Philippine Anti-illegal Drugs Strategy – Agency Reporting and Monitoring System.- Delegates project tasks based on the individual strengths, skill sets and experience levels of the members of the Project Management Office.
