Project title: Operating Theatre Planning and Scheduling Problem.Scope: The scope of this project includes all requirements gathering, planning, design, development, and implementation of innovative and comprehensive optimization tools to manage operating theatre processes more efficiently. The developed optimization tools should be realistic and cost effective and provide patients with high quality healthcare services. Achieving these goals include several phases. First, a thorough study into operating theatre planning and scheduling problem is carried out to gather and define the problem characteristics and specifications as well as key performance indicators. The next phase is designing, developing, and validating optimization techniques to solve the problem. In the next phase, a comprehensive computational experiments based on real data is carried out to show the capability of proposed solution approaches. In this project, although the restrictions on upstream and downstream resources such as ICU is not considered, the uncertainty of surgery durations is assumed as the main stochastic phenomenon.Although hospital administrators are interested in achieving high utilization levels and lower expenses, medical staff might care less about cost factors and rather aim to achieve low overtime. The patient, as the client of the hospital, might care little about the abovementioned factors and only desires short waiting times. A comprehensive planning and scheduling approach should provide a compromise between the interests of different stakeholders and therefore simultaneously include several performance measures such as patients’ satisfaction, operating theatre utilization, financial measures, etc.
