Advisor on potentially viable investment and PPP projects in Power and Energy, Retail, F&B, Logistics and Transport.

- Mandated by IFC to provide the General Authority of Civil Aviation(GACA) of Saudi Arabia with the necessary technical assistance and capacity to progress with PPP projects which include:- A $1.6 billion development of Prince Mohamed Bin AbdulazizInternational Airport (PMIA) in Madinah through a PPP.- Development of Airport Cities in Jeddah, Riyadh and DammamAirports through tendering out specific parcels of land to masterdevelopers.- A number of other PPP projects including:- Commercialization of Fixed Base Operator (FBO) facilities inJeddah.- Development and Operation of new Private Aviation Zone (PAZ)including FBO facilities, Hangars and Aprons in Riyadh.- Rehabilitation and operation of VIP Lounges in 12 Saudi airports.- Concessioning of new Hail International Airport.- Assisted GACA in a number of other projects aiming to enhancerevenues and revenue collection such as airline invoicing throughIATA Clearing House, SITA operated CUTE and BRS systems.- Prepared a comprehensive Business Plan to establish a PPP Division within GACA, mandated to identify and manage viable PPPtransactions all the way to contract award and financial close; and then manage the resulting concession agreement and monitor the performance of the operator/investor through a set of pre-specifiedperformance standards and KPIs. The Business Plan also included an outline structured training plan aimed to build capacity of the PPP Division.

- Establish a Public Private Partnership (PPP) Unit at the Ministry of Transport by recruiting qualified staff capable of working together as a team to achieve the above objectives.- Prepare a Master Plan to identify projects within the Ministry’svarious sectors that would show financial and technical viability to be tendered as PPP concessions.

- Develop and supervise the implementation of the organization’scommercial development, businesses, marketing, external relationsand promotional strategies for revenue producing activities in allthree Saudi Arabian international airports namely:---> King Abdulaziz International Airport – Jeddah---> King Khaled International Airport – Riyadh---> King Fahad International Airport – Dammam- Develop rules, regulations, policies, procedures, tenant informationpackages, contract and lease terms.- Establish lease standards, policies & procedures.- Develop, monitor and revise suitable changing philosophies withparticular regard to the Civil Aviation Tariff Law which governs allfees, rates and charges levied on airlines and airport tenants inSaudi Arabian international and domestic airports.- Liaise and coordinate with other departments regarding theimplementation of commercial development strategies and productpromotion in the international airports.- Provide technical advice and counsel to executive management and staff in all matters regarding commercial revenue generation.- Identify and develop new business opportunities to maximize theorganization’s revenue.- Prepare and deliver presentations and briefing to internal/externalgroups on commercial, administrative and leasing topics.- Provide regular assistance and stand-in for the Director General ofBusiness Development and Properties Management.

- Monitor and review all facility modifications and developmentapplications and coordinate the same with the concerned airportdepartments.- Monitor the progress of tenant-requested modifications anddevelopments inception to completion- Monitor and conduct periodic surveys of airport facilities to ensureaccuracy of data held in Property Management System (PMS) andBuilding Management System (BMS) – two computer database forcontrolling property space and floor plans, respectively.- Conduct regular space allocation studies for equitable distributionof space among airport departments and contractors.- Negotiate with airport tenants/users to improve leased facilities attheir own cost.- Participate in many ad-hoc Committees and task forces to carry outa wide variety of studies/projects, as required.- Stand-in for the KAIA Properties Manager.

- Review, coordinate and administer all tenant-requested facilitiesmodifications and development proposals.- Conduct periodic surveys and audits of airport facilities continuallyupdating the Property Management System, a computer database.

- Conduct in-depth reviews of the mechanical portions of contractorsubmitted operation and maintenance manuals, charts, spare parts,data and manufacturers’ literature.- Complete field verification of manuals to ensure that all equipmentis accurately documented.- Prepare transmittals to the contractor with noted deficiencies inMechanical Documentation.- Review Arabic translations of submitted O&M manuals in allengineering disciplines.

- Biomechanics program to develop and produce a Side ImpactDummy, to enable the EEC to set a performance specification forfuture international legislative requirements.- Component Type Approval testing to International SafetyLegislation requirements.- Research projects for the Home Office, Central ElectricityGenerating Board and Department of Transport on Firemen’sSafety Helmets, safe transportation of Nuclear Waste and VehicleHeadlamps and Beam-Aimers.
