o Ensure effective operational management of IRW Somaliland program through line management of key program staff.( WIDS do not come under scope of this job descriptions)o Ensure that the program is designed, managed and implemented in accordance with IRW policies, strategies, frame works Country Strategic Plan; and applicable donor guidelineso Ensure that the entire program team from coordinators to the community mobilisers have an in-depth understanding of key policies and approaches such as How IRW Understands Extreme Poverty and all programming emanates fully informed and influenced by these policies and approaches.o Convene regular program review meetings to take stock of overall program management and learning from the projects.o Ensure the development and maintenance of Results/Logical Frameworks for the all programso Ensure optimal quality and timely submission of reports and proposals for IRW and external Donors via the CD/RCO and RDo Ensure the program meets high standards in terms of design, implementation, monitoring and evaluation through IRW’s Project Cycle Management System + Accountability and Program Quality Guidelines and PME Framework.o Undertake monitoring visits to program areas and provide feedback to managers + staff in Somaliland and beyond to other regions as and when suggested by CD.

.- Assist the ISF Regional Director in the promotion of ISF strategic goals and objectives in the country (improved livelihoods and prevention of gender-based violence), monitoring of the overall progress towards achieving them and in managing the country office.- Keep ISF Regional Director informed of any major political and social developments in the country. - Ensure that adequate security measures are in place to protect staff, and that the country operation complies with staff security guidelines. Keep ISF Regional Director informed of all relevant security-related developments.- Serve as OIC of the Country Office when the Regional Director is absent. - Represent ISF in meetings and fora related to the functions, such as NGO/UN coordination meetings, meetings with local authorities and line ministries, international and national development actors, donors, partners and UN agencies. - Advise the local partners on developing proposals and LFA. Advise local partners on capacity development for project implemetation and reporting systems. M&E design and with frame works for respective projects. Work plan development and coaching, mentoring and budget plan development, forecasting expenses.
