Teaching Under-Graduate Students on Disaster Science and Management in University of Dhaka. The areas are:Introduction to Disaster Risk Reduction and Management, Emergency Response Structure and Recovery (Early and Long Term Recovery), Policy and Law, Non-Governmental Emergency Management Operations, Standards of Conduct, United Nations (UNISDR) Role in Disaster Risk Reduction and Emergency Management, Civil-Military Cooperation in DRR, Emergency management and Civil Protection, etc.

Research Study in the field of Social Protection, Urban Poverty, Targeting, Gender and Inclusive Development, Health, WASH, Employment, Policy formulation and advocacy.

Main duties were guiding data collection, supervision and monitoring of field activities (undertaken extensive field visits as well) and preparation and dissemination of census and survey reports. Special attention was given in agriculture and rural statistics, preparation of food balance sheet, national accounts and economic statistics, population and social statistics, gender statistics, environment and disaster-related statistics, labour force information system, health and demography, etc. Keen attention was given in publication of second round of statistics on Violence against Women in 2016, and GIS application in data collection and publication of GIS based small area atlas. Important work was publication of Bangladesh: Disaster- related Statistics 2015 through data collection in the vulnerable areas of the country.

As DG of the Department of Disaster Management main roles were to focus on disaster risk reduction activities, more coordination at the centre as well as at the ground, activating the disaster management committees at the ground, more initiatives on adaptation, changing the mind-set of the then staff of DRR from relief works to more on risk reduction activities (a paradigm shift), Humanitarian Aids- not Relief, introduction of trainings on disaster and climate change, publication of books and reports. Important publications were: Hand Book for the PIOs and DRROs, Bangladesh Report on Response and Recovery for 2012 and 2013, Emergency Preparedness Plan for Flood,2013, Emergency Preparedness Plan for cyclone 2013 and 2014, Cold Wave Response Plan 2013-14, HFA Progress Monitoring Reports, Report on Flood in Northern Districts 2014, Policy Guidelines for Early Recovery from Disasters, Government Policy Guidelines for delivering Humanitarian Aids, Harmonized Training Module on Disaster Management ( This module was developed for training of both Government and NGO officials) and many books on relevant areas. During this period many development projects were implemented, some of which were: Construction of 100 Multi-Storied Multipurpose Cyclone Shelters with facilities for women, adolescent girls and persons in disabilities, 4000 cyclone resilient houses (Brick-built) for the poor people in the coastal belt, 100 brick-built houses for poor people in tornado-hit areas of Brahmanbaria and more than 1500 small bridges and culverts. Extensive field visits were undertaken for supervision and monitoring field activities. Conducted Joint Needs Assessment after any disaster event, harmonized the relief operation and early recovery programs of the Government with INGOs/ NGOs initiatives in post disaster period, and conducted regular meetings of Humanitarian Task Team (HTT) under Disaster and Emergency Response of Local Consultative Group (LCG-DER) as its Chairman.

Achievement: Formulation of Disaster Management Act 2012 and Cyclone Shelter Construction, Maintenance and Management Guidelines 2011 as Head of the Technical Committees, Formulation of the Policy Guidelines of Employment Generation Program (EGPP) for the Poorest, a revised version of 100 Days Employment Generation Programme, worked as head of delegation in negotiation with World Bank for securing its support of USD 150 million EGPP. Represented Bangladesh as Head of Delegation in different international forums, e.g., 4th Asian Ministerial Conference on Disaster Risk Reduction through Climate Change Adaptation held in October 2010 in Incheon, South Korea, South - South Cooperation on Disaster Risk Reduction held in Jakarta, Indonesia in June, 2009, 4th Asian Ministerial Pre-Conference Workshop on “Designing Disaster and Climate Resilience” in South Korea, “Making Public Works work” Workshop held in Tanzania in May 2010 and presented papers on “Type of Works in a workfare program, and led the delegation in finalization of “SAARC Agreement on Rapid Response to Natural Disasters”.

As Director of Land Record main job was to prepare Record of Rights (ROR) of the owner of a particular plot of land. As Director of Department of Environment (DoE) main tasks were to organized meetings and seminars on mitigation of environmental degradation in the country, building awareness in the community on adaptation in order to reduce the loss and damage due to climate change effect.
