• Lead development of the department’s piece of the annual operating budget (corporate budget). Lead the quarterly reviews of annual operating budget progress for senior management (surplus/deficit meetings). • Backstopping Office of Infrastructure (OI) the largest portfolio in the USAID/Mission with a $725 million pipeline providing financial management advice on a broad range of financial management issues to the Controller, Mission Management, and various governmental and non-governmental partners' institutions.• Reviewing 25+ Agency Contracted Audit (ACA) and Recipient Contracted Audit (RCA) reports and ensuring compliance as per USAID ADS 591, OMB A-133 audit or single audit including A3 initiative. Due to a high number of year-end financial audit activities, we had to develop audit inventory tracker to ensure awards subject to audits are audited and helped Mission to remain in compliance in accordance with Federal audit requirements. • Led USAID/Mission's annual internal control risk assessment (FMFIA and ERM) that resulted in identifying several internal and external high-level risks including security, M&E, high staff turnover, and USAID's budget cut impact on its current Country Developed Cooperation Strategies (CDCS). • Perform Public Financial Management Risk Assessment Framework (PFMRF) for the Ministry of Finance (MOF) and Ministry of Agriculture Irrigation and Livestock (MoA) as per USAID Mandatory Reference for ADS Chapter 220. The assessment successfully led to Government – to Government (G2G) $800 million fund approval for five years.• Led a team of five Financial Analysts in performing a Non-US pre-award survey (NUPAS) and Financial Reviews to identify eligible local partners for direct USAID funds. The survey successfully identified 6 local partners and $150 million in grant approval. • Prepare, review, and analyze implementing partners (IP) submitted financial statements to ensure accuracy and completeness; the review helped the Mission to understand IP’s financial status and business position especially their cash management (cash flow statement)
