 Manage overall project implementation by planning for and allocating staff, materials and equipment in an efficient and timely manner to ensure that field offices can implement activities smoothly as per action plan. Ensure that implementation process is in compliance with plan, budget and OCHR strategies. Ensure smooth running of regional Office. Ensure that recruitment in field level is done according to rule and procedure of OCHR. Planning Prepares own work plan and ensures that all staff at regional/field offices have proper plans and adhere to them throughout implementation. Support the programme in project survey, identification and planning. Ensure procurement plan is prepared for material and equipment according to approved budget. Ensure proper staffing plan for the field offices Monitoring/ Reporting Undertake project monitoring and ensure that all project monitoring takes place in timely manner and the relevant field offices receive feed-back. Supervise and monitor, physically minimum twice a month, activities of field offices under the regional office.  Finances/Accounts Oversee proper use of relevant project budget and closely monitor the cash flow. Coordination Represent OCHR in various coordination meetings with authorities and other organizations in the region, including the NGO coordination meetings and security meetings. Chair monthly meetings with all field officers and submit minutes of the meetings to Program Manager and Cc to general director.

Ghazni Province, Afghanistan

 Ensure project monitoring is conducted according to project plans. Support agreed quality monitoring activities to meet relevant guidelines and standards, in coordination with WASH and FS Advisor. Coordinate contracts for sub-contracted WASH work (in liaison with WASH Advisor and logistics) and followupwith day to day management/supervision of contract implementation. Contribute towards continual improvement of processes and implementation of WASH activities, including development of standard operating procedures. Responsible for the implementation, management, supervision, and support of the assigned WASH & FS activities in line with the project plan and time frame of the relevant project proposal(s). Provide input into the integration of beneficiary participation and KAP in the project activities. Develop National staff at Managerial level to build capacity and experience in Project Management and reporting. Ensure data collection is conducted according to project plans, and uploaded or provided in a timely manner. Line-manage staff of the assigned project(s), including day-to-day management, recruitment, development and training, performance reviews, etc. Facilitate regular meetings to assist information sharing between project staff, to ensure all staff members are aware of project objectives and current work plans and to provide the opportunity for feedback. Develop appropriate, regular, transparent and supportive communication structures with the assigned team, CHA in-country and advisors to ensure good partnerships. Develop and maintain procurement plans based on project log frame and activities.

Kabul Province, Afghanistan

 Support AHEAD’s Leadership team in the implementation of WASH, Health and Other Projects as required.  Lead the implementation of WASH Projects on behalf of AHEAD across different parts of Afghanistan  Provide leadership and supervise WASH Project Personnel in the field.  Act as AHEAD’s focal point on WASH and other project related issues and liaise with relevant actors in different stages of WASH programme/project implementation.  Support and develop existing programmes within the WASH sector.  In collaboration with the Health Specialists asses the health risks in the overall WASH situation, and design and implement systems to improve the situation in collaboration with relevant actors.  Negotiate access to identified suitable natural water sources with relevant stakeholders while ensuring adherence to the Do no harm principle.  Facilitate participatory and community-based approaches.  Guide and supervise technical and support staff, and ensure that training needs are met.  Develop educational material for both staff and affected or displaced people.  Contribute to the budgeting process and give inputs to the financial management of the programme on technical areas.  Provide weekly reports and input to the senior management and lead the development of WASH reports required by the donors.  Manager other duties as assigned by the supervisor

Designs training based on the project requirements Conducts training need assessment prior to designing any training Prior to conducting the training, gets prepared, practices and works hard on how to deliver the sessions to deliver the training successfully Conducts hygiene, sanitation, CLTS and other related training for the CLTS teams of subcontractors and grantees at the national and provincial levels. Takes an active part in revision and enrichment of training materials Develops training schedules as per the training modules/contents Assists the co-trainers in designing pre-tests and post-tests for the training to screen the trainees before and after the training Develops or compiles the required training materials/ aids and ensures they are effectively used during the training sessions Provides support to the provincial team in the follow-up, Open Defecation Free (ODF) verification, certification, declaration ceremonies at the community level and whenever wherever was required Participates in the development of the IEC materials Leads and manages the follow up/supportive supervision visits in the project’s sites.
