Head Of Stabilization
In this role I have enjoyed notable success in programme design, management and implementation. These successes have laid the foundation for significant resource mobilization, as demonstrated through the growth of the UNDP Iraq Stabilization portfolio from USD$ 8.3M (2015) to over USD$ 1 billion (2018). I have been successful in balancing delegation and supervision, and in the overall management of a team of more than 175 individuals, so as to achieve the implementation of more than 3,100 stabilization projects in 29 locations, across five Iraqi governorates with more than 7.8 million beneficiaries. My skills in strategic thinking were refined during this position and my provision of high-level policy advice has focused on key issues related to stabilization, including identification of strategic areas of support for UNDP in areas of stabilization and Iraq’s transition towards a mid to long term development agenda. I have successfully developed and maintained relationships with high level government counterparts, including regular discussions and briefings with senior Iraqi governmental and military officials, while I have also regularly acted as a high-level representative of UNDP in contexts that include the Global Stabilization Working Group, the Global Coalition to Defeat ISIS and during Ministerial and Ambassadorial level visits to Baghdad from donor countries.
Head Of Service Centre
My key achievements in this capacity included the founding and launch of UNDP Iraq’s Service Centre, the operational arm of the Stabilization Pillar – one of the biggest United Nations programmes globally – including the development of operating procedures for procurement, finance, human resources, administrative and ICT teams. Within two years of the establishment of the Service Centre, I oversaw the procurement and delivery of USD$ 330 million of stabilization projects. I also demonstrated innovation in operational effectiveness through the development of a special measures package and additional fast track procedures that enabled the UNDP Iraq County Office to operate more efficiently and to respond to governmental and donor demands more quickly. Innovation was also crucial to ensure implementation was not hindered due to the complexity of working in an environment at high risk of fraud and corruption. I worked to ensure the highest level of compliance against fraud and corruption through leading the development of the Key Measures for Detecting and Preventing Fraud and Corruption, a control framework for every key function in the stabilization operational chain. Finally, I took the role of Deputy Country Director (Operations) for a period of 12 months in 2016 and 2017, facilitating six internal and external audit exercises for UNDP Iraq and implementing 95% of audit recommendations by the end of the 2016 for UNDP Iraq Country Office.
Project Manager- Global Fund
As Project Manager, I successfully oversaw the remote management of the Iraq Global Fund, a USD$ 20M project, from Amman, Jordan. Following the re-opening of UNDP’s office inside Iraq, I managed the process of moving the project team back to Iraq in 2013. This process included the recruitment of an entirely new team of Iraqi nationals, managing a transition period while both teams were operational and ultimately, overseeing the final handover from the team in Amman to the team in Baghdad.Key achievements in this role included supporting the establishment of workable supply chains within a complex operating environment, affected by extreme weather and conflict, to ensure continuous supply of Tuberculosis (TB) medicines and diagnostics throughout Iraq. I provided policy advice to the Government of Iraq which resulted in the expansion of Drug Susceptibility Testing (DST) from 1 to 4 centers in an effort to prevent the development of drug resistant TB in Iraq, as well as successfully supporting the project to build capacity at the governmental level so as to be able to forecast health sector needs, leading to the expansion of TB culture laboratories from 3 to 14 governorates. Overall, these gains significantly enhanced Iraq’s capacity to prevent TB, and in particular drug resistant strains of TB. I maintained a high-performance rating (ranging between B1 and A1) for the duration of the TB grant in Iraq, as per the donor’s rating/feedback provided after each reporting period.
Technical Officer - Global Fund
The 22 Member States in the eastern Mediterranean region are represented by one nominated member state at the Global Fund (GF) board meetings. I regularly provided highly analytical high-level policy guidance and key discussion points to the nominated Ministerial delegation both in preparation for, and during, board meetings. This policy guidance was based on political and economic analysis of the complex eastern Mediterranean region, as well as on technical medical analysis, with the ultimate aim of successfully lobbying for the award of GF grants in the region. Furthermore, I was able to hone my technical advisory skills through the provision of technical assistance to all 14 grant-eligible member states in the eastern Mediterranean region. I personally wrote the successful 2010 Global Fund proposal to support tuberculous control in Somalia, which resulted in the award of a US$ 58M grant (over 5 years). Finally, as a result of technical assistance provided at country level, as well as effective policy guidance to the regional representative at the GF board meetings, the EMRO achieved the highest success rate for Global Fund proposals in 2010 within all WHO Regional Offices.
Project Manager - Global Fund
As Project Manager, I supported the Government of Nepal in implementing their national HIV/AIDS programme through the implementation of grants from the Global Fund, the United Kingdom and Australia. Key achievements included the successful scale up of the programme and expansion of the number of treatment sites from two sites in the capital city to 11 country-wide sites, as well as growing the project team from 35 to 55 individuals. At the same time, treatment facilities were decentralized and treatment options made more accessible, thereby increasing the number of patients receiving HIV/AIDS antiretroviral drugs from 400 to around 4,000. I designed and oversaw the implementation of supply chains in an implementation environment made complex by Nepal’s landlocked nature. The success of this supply chain ensured continuous supply of HIV/AIDS medicines and diagnostics to the increased number of treatment sites. I also successfully introduced vocational training opportunities at selected drug rehabilitation centres, and the provision of post-treatment support for patients in order to decrease the chance of relapse. As well, I installed a system of annual audits and financial management measures for 72 contracted national partner NGOs in order to mitigate the risk of fraud and corruption during grant implementation.
National Program And Contracting Officer
With UNDP Sudan, I acted as the focal person for queries from KPMG (donor representative) and the donor (Global Fund) during the verification process of reports submitted by UNDP. I began as one member of a three-person team, but by the end of my tenure in this role I was the acting Officer in Charge for a team of 12 while the Programme Manager was away.DESCRIPTION OF DUTIES• Preparing Annual Work Plans and Performance Frameworks for three grants, encompassing Tuberculosis, HIV/AIDS and Malaria;• Participating in technical and financial capacity assessment exercises for UN agencies and NGOs, conducted jointly with KPMG, assessing their suitability for funding;• Reviewing progress reports submitted by implementing partners and providing feedback to be consolidated into donor reports;• Working with the Ministry of Health in preparing specifications and quantity requirements for health equipment, supplies and medicines for the three programs; and• Contributing to the development of national Monitoring and Evaluation Plans for the three programs in consultation with National counterparts and stakeholders.

In my role as Deputy Manager of the SNAP Programme, I led a team that engaged with non-traditional ministries and stakeholders in order to break the silence on HIV/AIDS in Sudan, thus using a whole systems approach to de-stigmatizing the concept in Sudanese society. This included the establishment of a Unit dedicated to HIV/AIDS in each Line Ministry. I also led the establishment of data collection and verification systems on HIV/AIDS which, in turn, facilitated the formulation of the National Sudanese HIV/AIDS Policy and the development of an evidence-based National Strategic Plan for HIV/AIDS.
