Working as an HSE Engineer in the role of an Owner's engineer

PMCM: LBQPM - WSP CSC: Dar Al Handasah• Lusail plaza towers project- 720 million QAR.• Project involving Mechanical, Electrical, and Plumbing (MEP) works for two plots (C & D), each comprising a 70-storey tower with 5 basements and 4 podiumsResponsibilities:Develop and review the project HSE Management system incorporating the safe system of work based on applicable legal, local and client requirements depending on the scope and scale of the project.• Develop programs for effective implementation of HSE Management system with active involvement of top management down the line and provide necessary guidance to the top and line management.• Coordinate with planning team and assess the overall risks from the process and advise necessary controls for risk mitigation during execution as proactive approach in coordination with project Director and Manager.• Compliance monitoring of applicable legal and regulatory requirements and take actions to ensure conformity.• Develop Emergency preparedness and response procedures based on the legal and local regulations and review periodically for effectiveness.• Develop incident reporting procedures, take part in incident investigations, review and analyse gathered evidence and devise suitable CAP actions based on root cause analysis to prevent recurrence.• Monitor and record the HSE management system implementation via leading and lagging indicators through KPI reports, inspections, walkthrough, and audits and report the findings to management.• Act as point of contact with the Insurance Company’s safety consultants, utilizing and promoting the service as an aid to the safety program development.• Develop HSE budget based on project scope requirements and take controls to avoid overrun.• Develop HSE Policy and objectives in line with ISO standards and Organization’s scope, and analyze resource allocation, programmes and monitoring methods for its achievement.

PMCM/CSC: AECOM• Midfield terminal building, Abu Dhabi - 10.8 billion UAE Dirhams.• Passenger terminal building with a central area and 4 piers comprising of 65 terminal gates and all airport related facilities finishes.Responsibilities:• Undertaking HSE inspection/walkthroughs to ensure implementation of and compliance with the project HSE requirements.• Assisting Sr.HSE Engineer in discharging duties.• Taking necessary action within level of authority, to rectify breaches of procedures or newly identified hazards, to ensure safe working conditions.• Referring complex issues to higher HSE authority with recommended remedial action.• Complete daily activity reports, bringing to attention actions taken on identified matters of concern, and issues requiring resolution by higher authority.• Liaise with craft representatives of all disciplines to ensure full understanding of and adherence to HSE standards and procedures.• Providing on the job training to juniors and assigns supervises activities and assesses performance to ensure complete and thorough understanding of HSE standards and methodologies is acquired. • In case of noncompliance, issue stop work orders to main contractor and subcontractors of any tier in line with TCA JV’s stop work procedure.• Ensuring emergency equipment are in place and maintained in optimum operating condition.• Identifying training needs and communicating to senior HSE staff for further action.

• Carrying out HSE inspection of the workplace on daily/monthly basis and rectify the unsafe acts & conditions immediately by informing to the concerned Engineer/supervisor.• Assisting Managers/Engineers in the development and implementation of legal local practices and procedures • Assisting Managers/Engineers to identify the hazard in the work place and suggesting best applicable/appropriate control measures to minimize/mitigate the risk.• To provide advice and guidance to the management on o Safe system of worko Legal and technical standards(Local)• Reporting major safety issues to the Director and Senior General Manager.• Conducting internal HSE meetings.• Attending Main Contractor HSE meetings.• Closing out the safety issues noted reported by Main Contractor • Conducting Safety Induction and refreshments to workers.• Preparing the material for Tool Box Talks (TBT).• Carry out risk assessment of the work being carried out and review the same.• Monitoring the efficiency of the TBT.• Identifying, conducting and maintaining safety training for employees.• Assisting in accident investigation for finding the root cause.
