Direct technological vision of a 900-person telecommunications corporation, developing and implementing a technology strategy based on industry trends, technologies, and software development. As a key member of the Executive Team, I provide input into the overall corporate vision and strategy. I am responsible for revenue generation, developing and managing the technical and IT budget.• Drive technological improvement, maintaining and optimizing GSM network, implementing new technical policies and procedures.• Manage risk assessment process, identifying potential exposures and developing contingency plans.• Negotiate cost-effective contracts with vendors and contractors, identifying and implementing emerging technology to enhance or replace existing systems and tools.• Lead continuous process improvements, introducing new charging and billing system, converting legacy system to “Plan-Build-Run” strategy, and rebuilding network following civil war.• Direct multiple projects, including CBS “CBiO” project (2013) convergence billing system with budget of $100m and work flow revisions, cutting operating expense by 30%.• Streamline operations, reducing costs and staff numbers whilst maintaining service levels; built nationwide 3G network, serving 12 million customers with total budget of $1b.

I streamlined operations, championing large improvements to both data and voice services to align with international standards. I significantly improved network key performance indicators (KPIs). • Managed quality improvements, building nationwide transmission backbone to support mobile services continuity covering 98% of country.• Designed, developed, and implemented disaster recovery plan to ensure service reliability.

I led all wireless system and maintenance activities for the core network, managing 400 employees. As acting CTO from November 2007 to July 2008, I consistently improved service availability and reliability. I completed the telecommunications backbone between the southern and central region.• Co-ordinated change management initiatives, rolling out new Network Operations Centre for network management and building mobile network for five provinces in southern Iraq.• Designed, developed, and implemented technological strategy for expanded network, setting and monitoring network KPIs and introducing new preventive maintenance processes.• Led key projects, including GPRS project “Huawei” (2005), first data over cellular project in Iraq, and Network Management System, reducing service outages (total budget of $12m).• Outsourced critical operations to third party vendors, reducing costs, improving service quality, and managing vendor relationships.• Centralised Network Operating Centre (NOC), reducing nationwide NOCs from six to two.• Spearheaded development of technical staff training programmes.
