- Provide technical support to the CEO regarding refinery operations.- Oversee and manage operations for the largest Operation and Maintenance Management Company in Egypt and North Africa, owned by the Egyptian General Petroleum Corporation (EGPC).EPROM holds the distinction of being the largest Operation and Maintenance Management Company in Egypt and North Africa. It is the first company owned by the Egyptian General Petroleum Corporation (EGPC) to provide comprehensive maintenance and operational services for oil refineries, petrochemical plants, fertilizer factories, upstream gas processing plants, and marine terminals.

1. Strategic Planning and Optimization:- Play an active role in defining and recommending the implementation of APRC's short and long-term objectives.- Identify opportunities to enhance energy efficiency, debottleneck processes, upgrade and modernize facilities, and expand existing or add new facilities to support current and future investment plans.2. Process Engineering and Design:- Develop specifications for critical process equipment such as distillation columns, pressure vessels, safety relief valves, pumps, compressors, heat exchangers, fire heaters, control valves, and various transmitters.- Create and review process flow diagrams (PFDs) to accurately define heat and material balances within the refinery operations.- Develop and review piping and instrumentation diagrams (P&IDs) to provide a detailed representation of the process and instrumentation within the refinery.3. Operational Excellence:- Regularly review process procedures and operating manuals to ensure they are up to date and aligned with industry standards and best practices.4. Project Management and Oversight:- Participate in technical, commercial, and contractual negotiations to ensure that data and design basis provided for new projects are valid, consistent, and in line with the refinery's requirements.- Review new project proposals and approve management of change (MOC) documents.

1. Administrative Supervision and Oversight:- Provide comprehensive administrative supervision over the operations staff.Oversee all operating activities related to the crude process units.2. Shutdown Planning and Coordination:- Plan and schedule shutdowns for the crude process units.- Coordinate all maintenance and inspection activities associated with these units.3. Startup and Operations Management:- Safely and effectively start up the crude process units according to the established work plan schedule, prioritizing the well-being of all personnel and the environment.4. Budgeting and Cost Control:- Prepare the operating budget for the crude process units.- Implement a cost control system to ensure efficient resource utilization.5. Human Resource Management:- Advise on the appropriate allocation and development of human resources within the section to maximize operational efficiency.6. Environmental and Safety Management:- Ensure that Environmental Impact and Hazard Risk Assessments are conducted, controlled, and regularly updated.- Participate in HAZOP and HAZID meetings to identify and mitigate operational risks.7. Process Design Review and Modification:- Review piping and instrumentation diagrams (P&IDs) and process flow diagrams (PFDs) to assess their compatibility with any proposed modifications or upgrades.8. Reporting and Performance Monitoring:- Maintain a comprehensive reporting system that provides accurate and timely data to ensure that operations are conducted within specified limits, schedules, and technical parameters.

Process Control and Troubleshooting:- Supervise panel operators, diagnose and resolve process issues, and establish shutdown and startup conditions to ensure safe and efficient operation of the process units.3. Shift Operations Management:- Oversee startups, shutdowns, and emergencies.- Prepare shift reports and act as an incident controller when necessary.4. Maintenance Coordination and Optimization:- Coordinate maintenance activities to ensure equipment operates safely.- Optimize the use of chemicals and consumables to achieve cost savings.

Has to help the project work supervisors in achieving high level of safe work environment, which include expediting on site HSE training 2. Conducts HSE inspections helping the work supervisors in preparing Tool Box Talks and safeguarding of the hazardous jobs.Essential Duties and Responsibilities1. Responsible for ensuring the proper implementation of the elements of the project HSE program by concerned departments. 2. Carry out HSE site inspection tours to monitor & report any unsafe work conditions & unsafe practices.3. Monitors the execution of the daily tool box talks (TBT) system and prepare related reports. Conduct the HSE training sessions as per designated by the HSE area supervisor.4. Follow up the implementation of the accident prevention programs and reporting any observed deficiencies.5. Carry out the incident \ accident investigation and reporting.6. Making the Risk Assessments and Carry out the observation of safe handling of the hazardous jobs.7. Responsible for following the cleaning and proper keeping of the project health, fire protection rescue equipment.8. Responsible to make sure that all the project manpower is responding to the emergency conditions as per the emergency plan and reporting the emergency conditions and the emergency exercises conducted or participated by the project team.9. OHSAS 18001, ISO 14001, ISO 9001 procedures, Internal auditing.10. Performs other similar related duties, including maintaining recorders, files and statistics.
