Under the DCRP which is the largest technical pillar of the SPC GEM Division, MERL Advisor is responsible for refining and implementing robust framework and activities for the PHWP at a whole-of-program and national level. The Advisor working closely with stakeholders (internal, contributing governments and participating countries), to drive continuous learning and development across 14 pacific countries and Timor-Leste. The role is designed to support evidence-based decision-making to inform strategic and tactical programming decisions that enhances the overall effectiveness and impact of the PHWP. The MEL Advisor will effectively collaborate with SPC GEM’s Planning, Monitoring, Evaluation and Learning Team Leader to align MEL efforts with Divisional, Programme and Organizational goals. Key tasks include:1- Developing result based MERL frameworks and systems across 14 pacific countries and Timor-Leste to ensure robust monitoring, research, and learning mechanisms2- Manage the collection, analysis, and interpretation of data related to PHWP, including ensuring data quality, conducting quantitative and qualitative analysis, and generating meaningful insights.3- Promote a culture of learning within the Programme (and, by extension, the organization) by facilitating knowledge sharing, conducting lessons learned sessions, and disseminating best practices; ensure that lessons from MEL activities are integrated into programme design and decision-making.4- In collaboration with the Communications and Stakeholder Engagement Advisor, deliver effective reporting products to ensure that the insights and findings derived from MEL activities are communicated to relevant stakeholders, facilitating informed decision-making and organizational learning

The role sits within the Humanitarian Leadership Academy (HLA), a newly formed team within SC-UK which combines digital learning platforms, creative learning content and the design, development and delivery of quality accredited capacity strengthening, and learning in an exciting and innovative offer that is both unique and unmatched anywhere across sector. As REMEAL advisor, I am engaged with HLA teams to ensure its learning solutions, products, approaches and methodologies are of the highest quality and underpinned by robust evidence, impact and research systems. Aawaz-II is a FCDO funded, five-year long programme (2019-2024) supported the capacity building of Aagahi Centres across 45 districts (19 in KP, 26 in Punjab) to provide a safe space for marginalised members of the community and facilitate citizen state engagement for uptake of state services, getting information on their rights and promoting inclusion and social cohesion. Monitoring and Evaluation Manager worked as a primary point of contact for internal and external stakeholders for all monitoring and evaluation related work and coordinate with the Monitoring and Evaluation team working in the field for the project.1- Provided leadership in implementing an Integrated Monitoring, Evaluation, and Research Planning (IMERP) framework to provide strategic priorities through outcomes tracking and establishing baselines/bench marking (e.g., MSVI Index)2- Supported MRL goals of proving and improving the impact through rapid beneficiary/programme assessments (e.g., maturity assessments) and providing technical expertise in interpretation of community level data, streamlining management processes, and standardisation of data collection practices across implementing partners to highlight inclusion of marginalised groups3- Engagement with senior management in prompt decision making through effective data management and triangulation with secondary source databases e.g., PSLM, KAP Surveys, focused assessments related multiple programme activities e.g., utilisation of established referrals & services 4- Collaborations with district teams/partners in strengthening the reporting capacities and systems to support high quality and timely satisfaction of key donor requirements, reporting, and compliance matters as per approved costed work plans and in line with the VfM principles 5- Established uniformed mechanisms for indicators performance tracking tables (IPTTs) across 17 implementing partners in 22 districts on monthly basis for adaptations of required alignments

In Pakistan, the Integrated Health Systems Strengthening& Service Delivery (IHSS-SD) activity was a three-year (2017-2020) project funded of worth $50,000,000 by the United States Agency for International Development (USAID). Jointly implemented by JSI Research & Training Institute, Inc. Jhpiego, Contech International and Rural Support Programs Network (RSPN) as consortium partners. The achievements as MEL Manager includes:1- Implemented an integrated result-based monitoring framework and data collection plan to assess effectiveness and quality of IHSS-SD program based on internal and external data analysis. Designed assessments, evaluations, and pulse surveys for efficient and effective implementation of program activities2- Finalized data quality control mechanisms as per criteria and established automated data quality checks at district level to ensure compliance with donor-USAID requirements. Established district level data repositories for ready backup and submissions.3- Managed the IHSS-SD developed Training Information Management System (TIMS) with existing DHIS for tracking of trainings/capacity building activities through KP Health and Population Welfare Departments. Coordinated with Secretary Health, DG Health, and Director DHIS for successful implementation4- Trained +50 KPK health professional on supportive supervision component to regularly track the facility level progress and +110 data management assistants on integrated information management systems (MIS) through effective communication and coordination with KP health and Population departments

Management Systems International (MSI) provided a full range of performance management services to USAID/Pakistan under PERFORM contract to enhance the Mission’s oversight capability, document project and implementer performance, generate data and information to help project managers improve project results through better implementation and design. PERFORM covered a massive $ 4 billion portfolio which included work in areas of frequent instability such as FATA. As M&E Specialist, I managed, coordinated, and implemented activities related to performance monitoring, evaluation, and learning for USAID/Pakistan and its implementing partners. Key achievements include:1- Designed assignment/assessments work plans, monitoring Implementation, and data analysis frameworks for ongoing programs/studies through review of IP documents in accordance with USAID ADS 2012- Supported monitoring & evaluation teams in designing surveys/baselines and finalising data collection (including in-house surveys), analysis/coding structures, and visualisation plans along with inference-based policy briefs for sharing with relevant stakeholders e.g., govt departments 3- Conducted Data Quality Assessments (DQAs) for USAID offices of education and economic growth against 20 indicators and reviewed the standard protocols for future data assessments.4- Engaged with senior management and program staff to updated knowledge management systems and translated learning into programmatic changes for improved outcomes

The Financial Inclusion Insights (FII) Program provides demand-side insights into the drivers and constraints to financial inclusion through rigorous quantitative and qualitative research and identifies pathways to ensuring that those most in need have the financial tools necessary to improve their economic capability. The program was conceived in 2013 in partnership with The Bill & Melinda Gates Foundation and has worked to build meaningful knowledge about the financial landscape in eight countries across Africa and Asia through bespoke reporting and analysis and through the web-based open data platform, Finclusion.org. The survey provided national level measurements of key indicators and provide data to inform the development and adoption of new financial products and services for the low-income segments of the population.

RSPN’s advocacy of over two years to improve poverty targeting gained official recognition when in February 2009 the Benazir Income Support Programme (BISP) agreed to pilot World Bank poverty scorecard in 16 districts through its 3 Partner Organisations: Rural Support Programmes Network (RSPN), Pakistan Poverty Alleviation Fund (PPAF), and Population Census Organisation (PCO). Based on successful completion and learning of Test Phase of Poverty Targeting Survey in 16 districts in 2009, the BISP launched the “National Poverty Targeting Survey” in remaining 131 districts including 13 FATA/PATA Agencies.
