I am Executive Director of NORRAG, Graduate Institute of International and Development Studies. NORRAG is a global membership-based network of international policies and cooperation in education, established in 1986. Previously, I was Deputy Director and Head of Research at the Public-Private Partnerships Centre (Université de Genève) and I held a Visiting Fellowship at the UN Research Institute for Social Development (UNRISD). In my research into public-private partnerships, I applied and developed concepts from theories of complex systems, power, and spaces between fields. I have also been a member of the UKCDS group that advises government departments and research funders on systems approaches for education research.My PhD research at POLIS (University of Cambridge) contributes a compelling new argument: that networked partnerships can reinforce rather than reduce existing unequal power relations. This stands in contrast to the prevailing narrative that governance through multi-stakeholder networked partnerships is inherently inclusive and power-free as claimed in formal partnership designs (and much of the literature). Originally from Zimbabwe, I completed my PhD at the University of Cambridge (2014). I also hold a PGCE from the University of Oxford (1996) and two MScs from Southampton University, in International Relations (2009 & 2001, with distinction). My working languages are English, French and Spanish.I have successfully completed international consultancies for organisations in the academic, government, private and voluntary sectors, including DfID, Arup International, the Belgian government, UNESCO, and ActionAid. I successfully led an ESRC-funded programme on knowledge exchange between research and policy at CSaP (2013-15, University of Cambridge). As Senior Advisor to the Humanitarian Centre, I provided advice on strategic network management and on monitoring, evaluation and learning. In my previous role as Oxfam GB’s Head of Education and Youth Policy (UK), I led an extensive programme of policy research and advocacy in addition to managing this team and programme of work. Prior to this, I worked in senior managerial roles in the private sector in China and Spain.
