Working directly in partnership with the CEO, responsible for overseeing the business operations strategy, managing and controling a diverse business operation and function. Working to drive strategic goals and ensure that goals are being met.Member of the senior management team, interfacing with all departments, divisions, and levels within the organization to create understanding of daily operations.

- Ensuring adherence to Federal and State legal provisions and the standardization and enforcement of related procedures throughout the Division of Aging; including fiscal management of all grants and third-party billing;- Oversees management of and sets strategic direction for Baltimore City's senior center network, including program development, facility management, supervision of staff and contract management with non-profit senior centers;- Assisting in policy development; coordinating, executing, and interpreting existing policies;- Providing vision and leadership for service programs of the Division of Aging including development of organizational systems and structures; - Modeling effective work behavior; creating an environment where innovation can occur; building consensus and engaging in team building;

-Implements and leads a continuous quality improvement process throughout the program and service areas, focusing on systems/process improvement-Ensures that all program activities operate consistently and ethically within the mission and values-Provides programmatic leadership and input for all strategic planning processes with the CEO and staff-Drives program performance with the development, maintenance, tracking and reporting of outcome data, and other goals-Maintains program license for all licensed programs-Prepare and support programs and internal business departments for accreditation-Works to assure all individuals are supported in the least restrictive environment utilizing Informed Decision Making, Skills Systems, and Person-Centered Supports.-Leads a high performing team of program directors to the next level by further developing and implementing recruitment, training, and retention strategies-Develops department structures and procedures in accordance with agency objectives and all applicable standards and regulations.-Sets performance expectations and evaluates performance results for operational units in a regular systematic manner, and reports conclusions and recommendations to CEO-Prepares and submits an annual operational budget to the CEO and CFO for review and approval, manages effectively within this budget, and reports accurately on progress made and challenges encountered-Works effectively and cooperatively with the Finance Department to ensure agency policies and procedures are followed and budgetary goals are met-Assists in the development of program budgets; regularly monitors annual program budgets to ensure program costs do not exceed budgetary constraints.-Oversees the development and implementation of new programs-Works to identify grants and other funding sources; participates in fund-raising and grant writing activities as needed and collaborates on maintaining a working list of community partners

• Consults and advises the Commissioner and Deputy Commissioner of Health on matters related to achieving and advancing the goals of the Health Department’s Division on Aging and CARE Services.• Prepares related reports, memos, and evaluations for executive leadership including the Baltimore City Health Department’s Annual White Paper, Annual Area Plan, and Healthy Baltimore 2020 Vision.• Monitor of Federal and State funded programs to ensure compliance and proper reporting.• Directs the development of annual budgets and budget documents for dissemination to State and Local leaders.• Directs communication to partners, stakeholders, and advisors.• Represents the Health Department at meetings, community events, with elected officials, and other government organizations.• Directs the writing of grant proposals and oversight and implementation of grants projects.• Advisor and collaborator on strategic plans for the Baltimore City Health Department, the Housing Authority of Baltimore City, Baltimore City Interagency Committee, and Baltimore City Commission on Aging.• Current special projects include: City-wide public health campaign to reduce falls in older adults, Hospital to Home Initiative to reduce hospital re-admissions in Baltimore City, Economic Security Initiative to assist older adults with financial issues, partnership with United Way of Central Maryland to develop an integrated resource system.

• Plan and direct the operation of the Advocacy Services Unit at the Baltimore City Health Department’s Division on Aging and CARE Services.• Coordinate the work of several different departments, directly supervising other administrators to provide leadership, development, growth, and discipline.• Oversight of multi-million dollar budget, developing effective planning of expenditures and strategizing growth and sustainability.• Evaluation of the effectiveness of programs.• Develop quarterly and yearly program reports for State and Federal funders as well as for stakeholders and partners.

Saw a matriculation rate of students nominated at 60%, approximately 50% higher than the national average.• Represent the Senator at events in the Baltimore Metro Area.
