NYCEDC’s Asset Management Revenue division manages the overall strategy for conventional and non-traditional assets across all five boroughs of NYC, including commercial real estate properties and transportation, infrastructure, and energy assets. In fiscal year 2018, the department actively managed over 220 properties and over 65 million square feet at a 95% occupancy rate, generating more than $240 million in revenue.I reported directly to the department's Executive Vice President, handling general management and organization for a team of 50 and directly managing a team of 5. My responsibilities included setting and achieving overall department goals, interdepartmental coordination, implementing best practices, overseeing all training and onboarding, and personnel management.

Subcommittee on Commerce, Justice and Science, Democratic StaffI managed more than $20 billion in spending for Appropriations Subcommittee on Commerce, Justice and Science. Oversaw and advocated for Democratic Senators’ priorities in technology, trade, science, and commerce agencies (see below for full list). Advised Senators and staff on legislative and advocacy strategy.I represented Committee and built relationships with senior U.S. and foreign government officials, multinational corporate executives, and stakeholder communities; communicated Committee’s objectives and concerns; solicited and implemented recommendations from outside groups; and drove strategic planning and engagement to achieve shared goals. I solved agency and community problems creatively and efficiently, while managing expectations during lean budget years. I conducted bipartisan and bicameral negotiations in support of ‘good government’ programs and Senate priorities in final spending bills and successfully secured funding for promising new initiatives.I also identified and corrected inefficiencies in government operations, including: eliminating, consolidating, or restructuring obsolete/ineffective programs; mandating specific program changes or milestone requirements to solve management problems; and working with stakeholders to maximize the effectiveness of program changes while mitigating negative impacts.My portfolio included the National Science Foundation, the Department of Commerce (Economic Development Administration, International Trade Administration and U.S. & Foreign Commercial Service, U.S. Patent and Trademark Office, National Institute of Standards and Technology, National Oceanic and Atmospheric Administration, Census Bureau, Economics and Statistics Administration, Bureau of Economic Analysis, Bureau of Industry and Security, Minority Business Development Agency), and trade agencies (United States Trade Representative, International Trade Commission).

Subcommittee on Commerce, Justice and ScienceSubcommittee on Transportation, Housing and Urban DevelopmentAssisted and advised Senators and staff throughout appropriations process, including on departmental hearings, stakeholder engagement, drafting legislation, floor action, and conference negotiations with the House of Representatives. Edited bills, reports, and briefing memos for accuracy, clarity, and consistency. Ensured accounting consistency between budget numbers in House and Senate bills, reports, and databases.

Subcommittee on Research and Science EducationMonitored legislation and met with stakeholders on legislative issues including STEM education and research policy. Staffed Chairman on hearings, prepared witnesses, and wrote briefing materials for members and aides. Managed all Subcommittee hearings and markups, and assisted during floor action on major research and technology bill.

Curriculum included courses in economics, statistics (STATA), and policy, culminating in two client-based thesis projects. Group thesis recommended housing policy changes for the City of Charlottesville. Individual thesis examined the Foreign Service and recommended changes to enhance ‘smart power’ diplomatic capabilities for an interagency task force on national security. Personal focus on health, welfare, and tax policy.

Evaluated, edited, and approved rulemakings for government agencies to ensure effectiveness and efficiency in federal regulation. Analyzed statistical methodology and economic viability of federal surveys. Planned international risk assessment conference for the White House.

Spent 8 weeks conducting independent research on Nicaraguan and indigenous migrants' access to health care in Costa Rica. Report completed as an independent study for credit the following academic year. Funded by the Harrison Award, a competitive research grant from the University of Virginia.

Conducted media and opposition research for a successful gubernatorial campaign in Massachusetts.
