Moncef Belkhayat was born in 1970 in Rabat. He was the Minister of Youth and Sports in the Government Abbas El Fassi (2009 - 2011). Currently Chairman of an investment company operating in several domains in partnership with several US Multinationals mainly in Industry, distribution , logistics & Marketing of FMCG & pharma in AMA (Asia , Middle East & Africa ) and lately Europ . He retired in 2019 from all political activities and remains active in associative Moroccan scene. In 1988, he earned his Hih School diploma in Sciences. In 1992, he graduated from the Higher Institute of Commerce and Business Administration (ISCAE) and later Harvard business school for an executive program. From 1991 to 1995 he served as a marketing & sales manager for Procter & Gamble Morocco before becoming regional sales manager in Saudi Arabia from 1996 to 1998 and then development director Africa and Middle East from 1998 to 2000. He joined in 2000 Telefonica as commercial & clienting Director of Central and then in 1995 as a VP for sales & clienting & Marketing. He was appointed CEO of the holding company subsidiary of Atcom Finance.com since November 2007. Moreover, he was marketing director of the Festival of Rabat Mawazine between 2007 and 2009.Minister of Youth & Sports from 2009 till Jan 4th, 2012 he dedicated his efforts as chairman of the board to develop Dislog Group and Dislog foundation. He also helped to develop social activités of Mohammed VI foundation for sports champs as founder and Chairman for 11 years and lately as honorary board member. Moncef also founded Moroccan fmcg Distributor association named Tijara that he is heading as honorary President . He was also elected in December 23 Chairman of P&G Morocco Alumni chapter.
