Der Arbeitskreis deutsch-niederländische Geschichte versteht sich als überinstitutionelle Schnittstelle für Historikerinnen und Historiker, die sich vorrangig mit der Geschichte der Niederlande und Deutschlands des langen 20. Jahrhunderts in vergleichender, transfer- sowie beziehungsgeschichtlicher Perspektive befassen. Damit sollen Wissenschaftlerinnen und Wissenschaftler aus der Peripherie und den Zentren der deutsch-niederländischen Forschung stärker miteinander vernetzt werden.

In the years preceding, during and after the Second World War (WWII), the notion of citizenship – with its links to nationality and legal protection by the state – underwent radical change. Nazi policies had enforced a strict categorisation and isolation of citizens, with genocide as the ultimate consequence. German aggression and ideological constructions of Germanness and Brudervölkern had a major impact on the meaning of German nationality and the categorisation of German nationals as well. Occupied by Germany from 10 May 1940, the Dutch government in exile declared in the Enemy Property Act of 1944 all German nationals to be enemy citizens. Regardless of political allegiance or place of residence, Grenzbauern, migrant labourers and German housemates, Dutch women who had obtained the German nationality through marriage, Germans in Suriname or the Netherlands East Indies, and even – now stateless - German Jewish refugees without a Dutch legal status, were politically categorised as enemy. Soon after the German capitulation, they were stripped of their assets, without any Dutch compensation. Who were these Germans and what did their German citizenship imply? What motives were prevalent among the main actors in Dutch post-war administration of justice and how did (international) discourse on ‘collective guilt’ and human rights affect Dutch politics on Germans and citizenship in the aftermath of WWII? My project researches Dutch citizenship policies towards German nationals, as a case in point to investigate how citizenship has been further put to the test after WWII and to provide more insights into citizenship as a mechanism of inclusion and exclusion in transitional times.
