Morgan is an AICP certified planner through the American Planning Association (APA) and accredited through the Congress for the New Urbanism (CNU-A) with extensive public policy and development experience in the private and public sectors, having worked for two master-planned community developers and four municipalities in Texas and Colorado.  Skilled in project management, including the adoption of the APA CO award-winning City of Colorado Springs’ Unified Development Code (UDC), the City’s first comprehensive update of the zoning and subdivision code in several decades, and the implementation of Accela, the City of Colorado Springs’ Planning Department’s first electronic submittal and review system; public education and community engagement, including the collaboration with CONO to create the first Neighborhood University program for citizens of Colorado Springs.  Proficient in public speaking as a frequent presenter to elected and appointed officials, higher education guest lecturer, and American Planning Association (APA) conference session speaker.  Heavily involved with APA as the APA CO Chair of the Youth in Planning Committee, active member of the APA CO Professional Development Committee and the APA National Exam Committee (AICP), and APA Women in Planning Division and higher education mentorship programs.
