Diagnose user problems and questions, addressing the most complex problems for systems. Problem solve issues that require a high level of coordination with other IS staff and involves situations requiring conflict resolution. Establish procedures for diagnosing and solving problems. Develop formal training for assigned infrastructure functions. Manage diverse system environments and standards, including a mixture of database systems and hardware devices. Handle distributed data, multiple remote locations, jurisdictions with a high level of expansion or change.Design, develop, implement and maintain enterprise reporting environments and supporting applications. Follow standard processes with the enterprise reporting team that includes development lifecycle functions, interface development & maintenance, systems configuration changes and access. Plan and schedule installation considering timing, version compatibility and other factors. Analyze system performance and addressing performance issues. Evaluate cost, specifications, and organizational policies to recommend system performance tuning. Resolve resource competition issues.Conducts business analysis and research for large unusual projects or projects introducing new technology or business processes. Model business processes and formal data, requiring overall system performance consideration. Manage projects involving high-level coordination, conflicting needs and significant compatibility issues. Build implementation plans offering multiple vendors & jurisdictions, and cross agency cooperation. Normalize data, update data dictionary, and review other staff work for established standards conformity.Participates in mid-level strategic planning, considering issues such as resource utilization, disaster planning, new technologies and acquisition strategies, change management, overall system performance and strategic security.
