• Built the sourcing department from scratch, updated, added and evaluated vendors, and included previous experience with past vendors or ongoing vendors.• Sent 53 vendors the pre-qualification form and evaluated the received form with the commercial, legal, financial, engineering, and QC operations team, and chose 14 qualified vendors to include in our approved vendor list.• During the tender process, evaluated whether to disqualify a vendor from the bidding process based on the feedback received from the commercial department and to remove them from the approved vendor’s list.• Surveyed the commercial, engineering, HSE, and QC teams at the end of the project to determine whether to consider these vendors for future projects and due to unacceptable performance, ended up permanently removing five vendors from future consideration.• Evaluated the call for tenders from Chinese/Indian manufactures in order to determine their need time, availability, capacity, pricing, and whether their product/service list fitted the needs of our organization, and saved on average 27.5% as compared to the western European products.• To address the lack of qualified suppliers/manufactures, surveyed the marketplace and found 20 qualified companies who fitted the future needs of our organization.

• In an effort to publish a clear tender to our vendors and avoid future misunderstandings, for 50 tenders, evaluated the received MR (material requisitions) sent from the engineering/operations department and identified any discrepancies needing to be addressed, saving 2 weeks on average.• Created a shortlist of qualified vendors in order to activate the tender and send the request for proposal or quotation (RFP/RFQ).• For over 300 tenders, checked and reviewed the technical offers, received and forwarded the technical queries (TQ) including the vendors’ responses, and finally received the technical bid evaluation (TBE) from the engineering department, saving an average of 2 weeks in the process.• Enabled better decision making and more effective vendor selection by preparing an Excel-based commercial bid evaluation (CBE) spreadsheet normalizing the data and comparing the vendors in accordance with pricing and performance criteria.• Held pre-award meetings with suppliers, TPAs, contractors, clients, and vendors for finalizing the technical discussion (e.g., final approval of as-built drawings, ITP, and commercial clarification), avoiding being imposed extra project costs of at least 3% and/or saving 2 weeks on the project schedule.• Executed the Order Placement and finalized contracts by obtaining the required guarantees (e.g., unconditional/irrevocable, APBG, PBG, company/manager check, bid bond guarantees).• In order to meet the required project delivery time, accepted partial shipment per the site’s requirements by expediting and supervising the manufacturer stages as per the agreed ITP, checking the progress against the bi-monthly report, QCP (Quality Control Plan), and PO, reducing costs by 9%.• Supervised and expedited the final inspection of the package, shipment of the package (i.e., review/approval of BL, COO, invoice, PL) to the project site, avoiding extra custom’s expenses and demurrage.
