URBAN-RED is a consolidated thematic which originated as an State Programme of Scientific Research Excellence 2013-2016 (Resolución de 17 de junio de 2015, de la Secretaría de Estado de Investigación, Desarrollo e Innovación, Ministerio de Economía y Competitividad. BOE 23 de junio 2015).

El proyecto tiene como objetivo la creación de un mecanismo para la revisión de la legislación, las políticas sectoriales y económicas desde una perspectiva rural, teniendo en cuenta los impactos reales y potenciales y sus efectos en las perspectivas de desarrollo, crecimiento y empleo rural, el bienestar social y la calidad ambiental de las zonas rurales y sus comunidades, con el fin último de promover los cambios que contribuyan a la repoblación rural, garantizando que las comunidades rurales sean escuchadas y que se tenga en cuenta su bienestar a la hora de formular la normativa, las políticas y elaborar los presupuestos. Hace referencia también al diseño de los programas y estrategias que reflejan las necesidades y aspiraciones de las comunidades rurales, y a reconocer el potencial de las zonas rurales para aportar soluciones innovadoras, integradoras y sostenibles.

• Consultancy, research and transfer of knowledge on Urban Development and Territorial Cohesion, with multidisciplinary methodology.• The Group consists of academics belonging to two university departments (Law and Geography), from the cross-disciplinary cooperation.• Look for the exchange of ideas and experiences and the development of studies. They also look for innovative analysis which are put together in proposals for its implementation and management on the issues related to the legal and social aspects of the urban planning, the environment, the spatial planning and the cultural and natural heritage, or of the activities that, like tourism, commerce, public transport and traffic are necessary linked with the urban and territorial sustainability.

• Responsible for the planning, impulse, management and coordination of the powers that, in areas with incidence on the urban planning and land policy corresponded to the Ministry. In particular:• She was responsible for the initiation of the procedure for the preparation and the development of the rules for the land-use and the evaluations.• She supported and collaborated with the autonomous communities and with the municipalities for the knowledge and the dissemination of the planning techniques. • She developed and designed studies and research work in relation with the land and urban policies. • She also participated in the technical assessment of the urban project proposals supported by European funds.• She prepared the issues that on urban development were led by Spain during the first half of 2010 of the rotating Presidency of the Council of the European Union.

She was Judge issuing the Opinion of the Court in several sentences, in the cases given to me according to my specialization.
