Provide strategic executive leadership to the Business Division which consist of 27 team members who perform key business functions within the Office of Finance, including General Ledger & Grant Accounting, Treasury Management, Payroll, Accounts Payable, Debt Service, Cash Flow/Investment, Retirement Services, Financial Compliance Reporting & Auditing. Ensure sound fiscal management of all financial matters, leading various critical projects, financial audits, and managing cross-functional process improvement initiatives across the district. Support the planning and execution of a $1 billion-dollar annual budget. Key Results:o Key strategic role in leading the district’s release from State of Michigan (FRC) financial oversight.o Completed an overhaul of financial policies and procedures within the Office of Finance and district-wide.o Re-built several key teams, General Ledger Accounting, Treasury, and Accounts Payable, Retirement Services.o Lead the digitization and automation of numerous processes within Payroll, Accounts Payable, Retirement Services, Accounting and Financial Reporting. Process improvements led to a 42% percent reduction in AP processing time and an 80% reduction in payroll corrections. Three consecutive years with zero audit findings or questioned costs. Six consecutive years of balanced budget, increased fund balance, and increased cash reserves.

Supervise financial activities for Starr Educational Services and Starr Detroit Academy. Responsible for the overall financial health of both organizations, short/long-term financial planning, budgeting, cash-flow management, process management, and financial compliance. Moved Starr Detroit Academy from a deficit to nearly 1M budget surplus. Develop organizations strategic plan and growth model, monitor effectiveness and progress towards strategic plan, and facilitate cross-functional processes and communication include managing the Academy’s 401k plan, Medical and other benefits.

Develop models to track 28 million dollars in on-going capital projects and to identify department overspending.Participated with a team to identify and review efficiency and cost-cutting opportunities throughout the City of Philadelphia.Performed an evaluation of capital budget useful life estimates. Other duties included; quality control assurance for state grant programs, and researched capital project goal development, project selection, and reporting processes.

One of 68 fellows across the country selected for the the 51st Class of Fellows, for a graduate-level, experiential leadership-training program vin public affairs. Fellows are placed in government, politics, non-profit, labor, business, and media over period of nine months. Placements are supplemented with trainings in effective communication and inquiry skills, strategies for consensus-building, successful decision-making tactics and problem-solving in order to promote civic engagement and community empowerment.Placements included: Los Angeles World Airports, Bernard Parks Campaign for Supervisor, Los Angeles Urban League, Steiny & Co., the International Association of Machinist Local 1484, and One LA Teen Youth Leadership Program, EDEPSCA on the Aprendamos program.
