My overall responsibility as Manager Finance & Operations is to ensure effective financial management, administration, and procurement processes and procedures of the Centre. Specific job responsibilities are provided as follows:(i) Monitoring financial progress of 9 NCAI labs;(ii) Coordination with NCAI-affiliated labs for yearly financial planning;(iii) Overseeing detailed preparation of cash/work plans and release plans at central level;(iv) Overseeing development and submission of financial progress reports of NCAI to HEC; (v) Supervising monthly project updates of 9 NCAI labs on Project Monitoring and Evaluation System (PMES) of the Planning Commission;(vi) Financial planning of new/potential projects of NCAI;(vii) Coordination with HEC regarding financial matters of NCAI;(viii) Scrutiny of payment related cases/files;(ix) Overseeing the pre-audit of all cases for payment/receipts;(x) Overseeing on-time payments of all utilities and facilities management bills;(xi) Checking and approving financial documents such as vouchers, invoices, travel claims, etc.;(xii) Seeking approvals related to financial matters of NCAI;(xiii) Development of NCAI financial policies / plans / frameworks / SOPs, etc.;(xiv) Ensuring provision and continued supply of utility services in office;(xv) Supervise core procurement processes, including procurement planning, advertisements, and execution;(xvi) Supervising all the work related to purchase of furniture, fixtures, equipment, etc;(xvii) Overseeing local purchases for office and maintaining an acceptable level of inventory to meet the need for commonly used items;(xviii) Managing the repair and maintenance of office equipment and office building;(xix) Overseeing the preparation and coordination of workshops, trainings and meetings;(xx) Immediately reporting problems concerning my area of responsibility;(xxi) Making suggestions to adjust the internal procedures and structures when required.
