Water Resources Control Engineer and Project ManagerSWRCB, Division of Financial Assistance, Safe & Affordable Drinking Water SectionUnder general supervision of a Senior Water Resource Control Engineer, the incumbent will work on a variety of complex professional tasks related to planning, design, construction and implementation of water quality protection and improvement projects in the Safe & Affordable Drinking Water Section. Knowledge of drinking water and wastewater treatment systems, pumping, storage and distribution/conveyance facilities is necessary for the incumbent to successfully manage projects in this position. Specific responsibilities include: Applying engineering knowledge, evaluate and recommend changes, approval, or disapproval of technical proposals, and assist applicant, Administrators, and technical assistance providers in the planning, design, and implementation or construction of cost-effective drinking water and wastewater solutions, including infrastructure projects. Provide overall project management of assigned proposals and applications. This includes: - Review and analyze projects, reports, and proposals for technical/engineering soundness, compliance with State and Federal laws and State Water Board policies, guidelines and procedures.- Ensure that proposed projects are technically capable of meeting waste discharge requirements, drinking water standards, and other applicable requirements and policies. - Monitor project progress in order to evaluate percentage of completion and approve progress payments. - Review and provide technical comments on monitoring and reporting plans and draft final project reports.- Prepare checklists, fact sheets, and agenda items for Division or SWB approval.- Assist applicants with completing application requirements, develop funding agreements, review scopes of work and budget adjustments, and meet funding agreement requirements.

Public Advocates Office, Energy Infrastructure Branch, Distribution Planning and Policy SectionUnder the general direction of the Program and Project Supervisor of the Distribution Planning and Policy Section, the Utilities Engineer will conduct technical duties and is responsible for technical work concerning the regulation of distribution planning; generation and distribution interconnection; distribution analysis and support for energy procurement and energy storage, smart grid, and plug-in-electric vehicles. The successful candidate will conduct technical analyses related to the planning, cost, economic, and policy analysis of these infrastructure projects and their efficacy in reducing utility operating costs and promoting the State's energy and greenhouse gas policies. The successful candidate will monitor other State agencies and the Federal Electricity Regulatory Commission's (FERC) distributed energy resources planning activities to ensure alignment with the State's energy regulatory objectives. The successful candidate will be expected to independently prepare and present technical studies and analyses, develop written reports, memos, testimony and comments in Commission proceedings and promote Public Advocates Office’s position on the results of completed studies in addition to providing advice to the Public Advocates Office and Commission management, staff, and other parties on the Public Advocates Office’ policy positions. The successful candidate will serve as a project coordinator / lead, or learn to serve as lead on projects and may serve as an expert witness on proceedings before the Commission. Water Division, Water & Sewer Advisory BranchUnder the general direction of the Program and Project Supervisor, the utilities engineer performs the engineering duties associated with processing rate adjustments, service complaints, transfer of ownership requests, water quality and contamination problems, water supply, conservation, and compliance matters. The incumbent analyzes water and sewer utility filings and prepares resolutions and appropriate tables. Perform difficult engineering analysis and develop recommendations in general rate cases and other formal proceedings. Public Advocates Office, Electricity Pricing and Customer Programs Branch, Rate Design SectionUnder the direction of the Program and Project Supervisor of the Rate Design Section, the incumbent will conduct technical research and analysis at the entry level in public utility regulation requiring a moderate degree of skill. The incumbent will be expected to provide written reports or testimony on the results of completed studies and advise Commission management, staff and others. Conduct beginning level technical and analytical research work on various regulatory issues pertaining to electric marginal costs, revenue allocation and rate design. Examine and apply a broad range of methodologies and provide alternative solutions to resolve regulatory problems and make recommendations on a wide variety of issues surrounding public utility regulation.
