The goal of CWDS is to design and develop a suite of web applications to replace the legacy mainframe-based Child Welfare Services Case Management System. My responsibility was to staff and lead a combination of state employees and contractor software development teams and to ensure a robust product delivery pipeline, software development workflow and continuously evaluate and improve the processes used to build product.

Led the development, QA and UI teams and efforts across the organization. Organized an existing development team into an Agile shop using Jira and implemented performance improvement processes that allowed leadership to clearly see the velocity of the teams and the organized product backlog. Instituted a culture of trust, hard work and transparency. Led the replacement of the company’s flagship product which included four mobile applications developed for Android and iOS. Moved servers and infrastructure out of a COLO data center and into Amazon Web Services where managed services and auto-scaling was implemented in order to meet large volume increases in product adoption.

Owned the development, quality and product owner responsibilities for the Smart Events Cloud product suite. Led the reorganization and build up of this new organization. Moved our Shanghai, China operations to the Utah and Texas centers of excellence. Hired and developed five new scrum teams. Overall responsibility for seven scrum teams. Instilled proper agile processes and implemented practices that will allow these teams to continue to improve and streamline their efficiency and velocity. Worked closely with Product Management in identifying the product roadmap and led the effort to turn the roadmap into reality.

Led a complete reorganization of a struggling development group. Joined following a large layoff process, turned around very poor morale and a large exodus of engineers leaving the organization. Reorganized the development/product management organizations aligning them within a very structured Agile/Scrum/Kanban environment. Grew organization from 15 to 130 employees. Improved morale from a low in 2010 to being voted the 7th best medium sized company to work in the US by GlassDoor. Organized department into twelve cross functional scrum teams, responsible for the development and sustainment of over thirty products. These teams provide nearly 100 releases per year of products that are deployed on-site, into our three global SaaS data centers and into Amazon Web Service’s Cloud environment. Products consist of solutions delivered as web solutions, as local installations, onto wireless devices including Apple iOS and Android as well as a native Facebook solution delivered in Facebook.

Provide executive leadership of development and technology delivery process. Responsible for all aspects of strategic development planning, implementation and support. Established our company as a strategic business partner and leader in the Northern California market. Managed and delivered multiple large scale projects on time and within budget. Responsible for budgeting, design and support of all technology. Overall ROI responsibility.

Responsibility for the development of a Single Sign On, SSO Portal which provided the authentication of all internal employee based applications as well as all external customer facing applications. Directed a team of functional analysts, system analysts, developers and project managers through the full development lifecycle toward the successful implementation of this solution. Had direct influence over all other internal/external application development teams. Managed vendor relationships, owned integration process of new functionality and reported directly to our CIO on issues and resolutions. Worked closely with production operations to monitor, measure and improve system performance. I also owned a significant leadership role in the Local Number Portability, LNP implementation which was mandated through legislation. Worked closely with customer support organization in delivering process automation solutions including new account management, activation, deactivation, suspension, reinstatement, credit analysis, billing system vs switch manager synchronization, etc.
