About Jon Stratton

Throughout my career, I have developed skills using multiple methods and technologies in all aspects of software architecting and development. In this time, I have worked with company presidents, elected officials, a variety of co-workers and a multitude of people who have used the solutions I have designed and implemented. I have tried my best to create useful things and communicate with everyone I have worked with in a clear and meaningful way.During my career, I have managed projects with multiple contributors in varying roles; including co-workers, managers, department heads, company heads, elected officials, the public, vendors, and contractors. I have coordinated efforts by members of these diverse groups toward common goals and directed activities toward specific goals and milestones.As a project manager, I exercise the fundamental responsibility to make sure all the steps from inception to maintenance occur as successfully as they can. Much of my experience in project management has been in addition to me acting as the business analyst, system architect, developer, trainer, and maintainer on projects from start to finish. Through all of that, it has been my responsibility to keep the project on track, communicate project status with all involved parties at multiple levels of responsibility and authority, and to solve the problems with enough flexibility to adapt to changing conditions at every step.I am experienced in process analysis, including functional analysis of existing process tools and components that must be incorporated, supplemented, or replaced. I can take the business needs identified by the analysis and direct the identification and examination of the functional needs that are necessitated to successfully solve the problem. All of this must be documented and organized to be communicated to all interested parties, including users, stakeholders, management, decision making authorities, customers, vendors, and the public.The functional requirements coalesce into design elements for front end, back end, and at least an educated concept of the middleware components needed to develop a system. One lesson I have learned the hard way has made me believe requirements must be treated as a fixed point based on an agreement between the development team and the project stakeholders to keep scope creep in check. At the same time, I believe the system design must be viewed and managed as fluid enough to adapt to the implementation needs discovered as development progresses.

    Benton County represents my first career move to a public sector position. The unique challenges, requirements, and rewards that come from working in this sector have proven desirable and long-lived. I am the Programming Team Lead for a team of three Senior Programmer/Analyst positions and one Programmer/Analyst position. I assign work to my team using a combination of a service request ticketing system (Kace) and a Kanban approach to an Agile-based workflow used in our business unit (Innovations) within the I.T. department. Tickets can originate from internal cross functional teams within the IT Department or can be submitted by staff members in outside departments or business units. I work with the other members of our unit and our manager to set standards and expectations for my team in terms of process, priority, and tools. As the team lead, I am also responsible for identifying and assigning applicable training for my team. As both a team lead and a programmer, I work with members of other units in the department whenever work crosses lines of responsibility.In my position, I am a project manager, business analyst, advisor, system engineer/architect, programmer, integrator, tester, and trainer in service to 16 departments with over 800 employees dedicated to providing regular, dependable service to the citizens of Benton County, visitors, and partner agencies.     I worked in the IT department of Motosport Outlet, a leading reseller of aftermarket parts and accessories for the motocross and ATV enthusiast. During this time, I had my first opportunity to supervise other employees.I designed and built several stand-alone applications to perform task-specific functions to meet the requests of management. I modified existing 3rd party code and authored original Java content for the retail Web site; a site based entirely on Java Server Pages, Servlets and JavaBeans. I also wrote and modified the HTML, JavaScript and CSS that controlled the site’s appearance.Originally the only member of IT, I performed all server, desktop and network administration tasks. I was responsible for minor maintenance on, and the administration of, the company’s primary sales application. I also provided workstation, server, and network technical support for our division office and up to seven employees.My position here represented my first foray into formal project management with duties including customer proposal creation, proposal delivery, vendor product evaluation, contract review, contract milestone fulfillment, stakeholder management, customer interfacing, and solution implementation.

    At the Gazette-Times, a local paper in Corvallis, Oregon, I was a member of a four-person team exploring online publishing opportunities in the local market for enterprise-wide implementation. All team members shared duties for copy editing of news articles and article selection from local and wire sources (e.g., Associated Press) for publication in the online edition. One of my primary responsibilities was system administration for the website and workstations, using Apache HTML server running on a Silicon Graphics Inc. (SGI) server and workstations. We later transitioned to a combination of Windows based workstations and a single SGI server for hosting/publication. My other primary responsibility was as a developer of custom software solutions. This work was in the development of proof-of-concept development for customers needing some kind of data publication and/or data searching. The best example of this was a search engine that accessed the Multiple Listing Service (MLS) data to provide a real estate search tool for website visitors before MLS had any significant web presence. My work here involved integrating and working with multiple departments of the newspaper, personnel at multiple levels, outside customers, vendors, and the website visitors.

The application was originally a multiple document interface (MDI) application written in C++ using a Borland Paradox database.
