Mr. Hellens has participated in many large transportation projects for local and state agencies including the Port of Long Beach, Port of Los Angeles, Orange County Public Works, City of Beverly Hills, City of Gardena, City of Culver City, City of Moreno Valley, City of Torrance, City of Santa Ana, City of Los Angeles, and City of Long Beach. Mr. Hellens acts as a lead designer overseeing one junior engineer with streets designs from preliminary design plans to final PS&E submittal (e.g., traffic control plans, plan and profile, cross sections, typical sections, drainage plans, pavement marking plans, and signing plans). Mr. Hellens also prepares preliminary design reports, technical memorandums, and hydrology and hydraulic reports for the various transportation projects he's involved with. In addition he's reviewed SWPPP documents for constructions.

Mr. Hellens has prepared plans for local and state entities. His roadway design duties have included determining typical sections, laying out alignments and designing various types of interchanges and roadway facilities. The roadway design plans where accurately prepared using MicroStation design software. Mr. Hellens utilized INROADS and GEOPAK to aid with the design of profile grades, cross sections, calculating sight distances, determining superelevations, and calculating quantities. Mr. Hellens also has experience with the design of sanitary sewer plans and drainage plans utilizing Bentley's Flowmaster and Hydrain for Windows. In addition, Mr. Hellens has experience in using past and current versions of established design guidelines, such as the AASHTO-Green Book and Roadway Construction Standards, Roadway Specifications, MUTCD Manual, and Roadway Design Manuals published by a variety of different federal, state, and local entities.Mr. Hellens provided Construction Engineering Inspection to insure clients that their projects were built in accordance with their plans and specification. His experience includes construction of bridge replacements, box culverts, asphalt paving, stormwater drainage improvements, and traffic and erosion control maintenance. Mr. Hellens has handled all aspects of construction inspection and materials sampling/testing.Mr. Hellens has some experience performing the duties of a Project Manager. His project management duties have included, writing scopes of work, determining man hour estimates, determining engineering costs, determining percent complete, client and contractor meetings, conducting site evaluations, plan checking, and response to client’s comments. Mr. Hellens has also written and reviewed various contract documents as well as written multiple special provisions for roadway projects. He has tracked construction progress/scheduling, reviewed sub consultant agreements, and reviewed contract modifications.
