Emergency management and training are my main passions. I have experience in pandemic influenza planning and response in the United States and overseas. In addition to work as a law-enforcement planner with the Boise, ID, Police Department, I have experience in crop and animal agriculture, zoonotic diseases and healthcare marketing. In Missouri, I was Public Health Preparedness Director for the Missouri state Department of Health and Senior Services. where I coordinated two presidentially declared disaster responses as Emergency Support Function #8 commander, including H1N1 pandemic influenza in 2009. From December 2020 through February 2022, I was planner on 4-person national Vaccination Implementation Support Team for Missouri, aiding the state’s timely efforts to vaccinate residents with the Covid-19 vaccines. On an interim contract in 2022, I wrote a regional continuity of operations plan for the Maryland Hospital Assn.For three years, I have been a field editor for Gun Talk media, an online publication, writing on firearms history, legislation, changes in state and federal laws, and the Second Amendment.I have served in three state Emergency Operations Centers for five declared disasters (four hurricanes), responded to Minnesota for high-path avian influenza with the U.S. Department of Agriculture, and in 2017 was a senior logistics coordinator in Puerto Rico with the U.S. Department of Health and Human Services during Hurricanes Irma and Maria.In 2010-2012, I was on a U.S. Agency for International Development-funded pandemic project.I have provided NIMS and ICS instruction since 2003, earning FEMA/Center for Domestic Preparedness Silver Level certification. I also taught agroterrorism and food safety/security nationally for the Western Institute for Food Safety and Security, and the University of Tennessee-Knoxville.I have designed, facilitated and evaluated emergency-management exercises on the local, state, national and international levels using the Homeland Security Exercise and Evaluation Program and have written After Action Reviews. I've been involved in facilitating, reviewing and drafting strategic plans, along with developing and implementing continuity of operations/continuity of government plans on the state and local levels. I wrote preparedness and response plans for and exercised the Secure Milk Supply plan for the states of Wisconsin and Minnesota, under contract. The plan facilitates movement of livestock and dairy products during the outbreak of a highly contagious animal disease, such as Foot-and-Mouth Disease.
