Perform pre award and post award actions for formal contracts. Contracts include research and development, Small Business Innovative Research (SBIRs), Installation Support (service) and commercial item contracts. Assigned high priority, high visibility, contract actions valued at multi-million dollar ceilings for processing from pre-award, award and throughout contract administration. Pre award tasks include determining contract type, proper method of solicitation, ensuring appropriate funds are applied. Development of milestones. Ensures that contract actions are awarded within established milestone by virtue of close monitoring of workload. Review Statement of Works for accuracy, content and format. Create solicitations using appropriate clauses based on FAR,DFAR,AFAR regulations. Evaluate proposals for compliance with the solicitation and competitive range. Perform cost and price analyses to determine price reasonableness. Review of labor and overhead rates and labor escalation factors for appropriateness and reasonableness. Perform negotiations based on price, terms and conditions. Evaluate subcontracting plans for compliance with regulations. Prepare price negotiation memorandums and recommendations for award documentation. Postaward functions include monitoring of contractors performance, negotiation and award of change orders, incremental funding, option exercise and overrun modifications. Assists in the training of electronic contract system (Standard Procurement System (SPS) to both current Contract Specialist and new incoming employees. Contracting Officer duties include serving as a team leader for a group of Contract Specialists. Providing leadership guidance and training to team members. Ensuring contract actions are managed, prioritized and monitored to ensure customer mission goals are met.
