Partnerships and Energy Security: Chair Power Africa Working Group and Donor Working Group, facilitating inter-governmental partnerships to increase access to electricity. Briefings and Collaboration: Brief U.S. ambassador on progress and collaborate with international peers.Capacity Building: Oversee capacity-building activities for Tanzanian government, directing course of studies that increased 50 officials’ knowledge of project financing, grid integration, and energy conversion best practices. Economic Development and Renewable Energy: Designed 3 Power Africa activities worth $10M, including a low-cost wiring solution that will increase number of TANESCO customers and a grid optimization that will substitute renewable energy for oil-run generators. Policy & Situational Analysis and Subject Matter Expertise: Based on analysis of political economy, advised senior USAID leadership to change program strategy, shifting focus to user connection to grid, along with increased engagement with country’s political decision-makers.

Policy Development and Economic Sanctions: Developed U.S. economic sanctions policy for former USSR region, including Ukraine and Russia. Outreach: Helped build international support through outreach to European Commission, European Union, and partners in Asia. Foreign Policy: Provided foreign policy guidance to U.S. Departments of Treasury and Commerce.

Quality Assurance and Government Contract Administration: Handled quality assurance for entire compact, including contract administration and fiscal investment processes. Contract Negotiation: Negotiated with major contractor to cover increased costs at much less than proposed $5M charge.

International Policy: Made policy recommendations to senior U.S. officials on operations, budgets, and strategic goals of the bilateral mission in Iraq. Program Analysis: Prepared briefing materials, technical analysis, and operational direction, including on $1B Iraqi Police Development Program. Representation and Regional Policy: Represented deputy secretary during policy formulation for the U.S. diplomatic engagement on Iraq.

Policy Analysis and Congressional Appropriations: Provided analysis of, and recommendations on, foreign policy issues for Representative Granger in her role as chair of the Appropriations Subcommittee of State, Foreign Operations, and Related Programs, contributing to the fiscal year 2013 appropriations bill.

Foreign Policy Analysis and Advisement: Advised the deputy secretary of state on key decisions affecting the U.S. government’s military-to-civilian transition in Iraq and led efforts to promote U.S. business, facilitating Iraq’s reentry into global oil markets.
